Research On Performance Of China's Automobile Industry Policy

In recent years, with the continuous development of automobile industry in China and the adjustment and improvement of policy government has made, automobile industry in China has become a high-profile social issues. " Development Policy of Automobile Industry"is the major political regulations document of the automotive industry issued by Chinese government on May 21st, 2004. Although besides this policy the Chinese government has also enacted a series of relevant policies to regulate the automobile industry, which has achieved some results as well, but it is far from enough relative to the objectives of the development of the automotive industry of China. The market environment with no effective competition and imperfect policy, has made not only seriously effect against the healthy development of automobile industry of China, but also confusion towards economic life of consumers. Government and academia has made some in-depth studies on issues related to the Chinese auto industry policy, this article makes analysis on issues about the performance of auto industry policy of China from the perspective of economics of law.This paper attempts to analyze by the cost - benefit analysis and supply - demand analysis on the the evolution, status, problems, goals, means and effects of auto industry policy of present China, combined with economic research methods and analysis tools. Compare, analyze and learn from the auto industry policy of developed countries, put forward several proposals for the policy changes on the automotive industry to enable the government to improve the auto industry policy further and more efficient.Through a large number of data collection and research, this paper analyzes the performance of China's auto industry policy, and thus puts forward several evaluation criteria of some performance of the policy ,to improve the auto industry policy so as to applies to the present stage of China's automobile industry development status, thus contributing to the achievement of policy objectives.In addition, through the auto industry policy research on the United States, Japan, Germany and other developed countries in recent years, the author makes comparisons and analysis and references to recommend the policy changes of auto industry of China. For examples, strengthen infrastructure and create a healthy competitive market environment, the development of comprehensive subsidy policy to encourage technological innovation, professional development of corporate policy development, energy conservation and tax policy reform, the establishment of the legal system, vehicle safety, the establishment of evaluation mechanisms after-sales service of automotive products, and so on. Trying to clarify the future direction of auto industry development of China, promote the restructuring of the automobile industry to encourage the auto manufacturers to improve R & D capabilities and technological innovation, promote the healthy development of the automotive market, while meeting national environmental goals.
