There're many organization modes in railway enterprises. The organization mode of National Railway and the organization mode of Shuohuang Railway are two typical modes. The basic work of the railway enterprise can be called team production depending its characteristics. Do different organizaion modes have different impact for basic team production? Which organization mode is more reasonable for the railway enterprise? Previous scholars didn't make a clear analysis of these questions.The thesis aiming at the above questions, based on transaction cost theory and internal structure theory of the new institutional economics theory, in the point of measurement and evaluation, combined with the characteristics of the basic team production, comparative analysis the different measurements of the two organization modes in dealing with the cooperation issues(e.g.switches,signals problems etc.).Drawing two shortcomings of the organization mode of National Railway:the first one is the organization mode divides the basic professional sections, making passing the puck behavior common, taking serious agency problem. Second, to complete the market transaction, railway administration has to evaluate productivity of every professional section. But the nature of the basic team production of railway enterprise makes the independent evaluation difficult. So the measure cost between railway administration and professional sections is very high. In contract, Shuohuang Railway abolished the management function of professional sections. They are incorporated into the branch, managed by the Ministry of transportation and production. Internal wage contract takes the place of market contract. The branch doesn't need carry out market transactions with professional sections. This mode avoided the measurement of productivity of every professional section, measuring the total output instead. At the same time, this mode unified the work goal of every professional section, reducing the passing the puck behavior and ensuring the production efficiency of the team production.In the end, the thesis concluded based on the nature of basic team production of railway enterprises, the organization mode of Shuohuang Railway is more rational organization mode. Because this organization mode could avoid passing buck behavior and reduce evaluation cost. Nation Railway could reform its basic organization following the Shuohuang Railway mode.
