The railway is one of the main forms of transportation in China, which plays an important role in the economic development in various regions of China. With the development of China's economic system reformation, China railway system which had been controlled by the national plan also undergoes a massive change. The whole railway system is more and more market-oriented and commercial. In the next five years, our country will invest 3 trillion RMB for railway construction and the existing railways reconstruction, and electrical-controlled rate will reach more than 80%. The system of electricity equipment operation management are facing opportunities and challenges.Shuohuang railway developing limited liability company is a joint railway venture that is held by Shenhua group corperation, shared Ministry of railways and Hebei construction investment company. It mainly undertakes coalmining transporting task in Shendong mine area, and it is the second largest energy passage after daqin railway. From march 2009, it conducts reverse transportation from Tianjin to Shanxi and Hebei. The concept of the company "environment, efficient and digital" railway construction, on the basis of improving company operation, stimulate local economic development, realize the harmonious development of railway and area..The article uses PDCA cycling theory and SWOT to analyze and improve the company's system, management of power supply, human labor organization, and the external environment, and the main research conclusion includes the following aspects:Firstly, as for the external environment of our company, with the railway great-leap-forward development and electrified degree enhancement, talent competition will become the main contradiction, the specific performance of the current labor technical force will gradually evacuated or human resource costs further improved, and the solution is to save for a rainy day, early training and reserves, to evade intelligence from employees risk.Secondly, as for the company's internal environment, although new company system mechanism, high labor efficiency, but some of the managing personnel, still cannot set the idea of less employing, the labor organization can still be further optimized, part of the equipment's behind the development of the traffic volume to upgrading, cadres management further scientific problems still very outstanding, to be solved urgently.Thirdly, our vision:finally realize employing minimum in the industry and maximum effectiveness, and highest efficiency and best effects, to construct the company become state-owned enterprise demonstration, create high value for enterprise, to provide shareholders with high return, to create a high income for employees. Power supply profession goal is:provide safe, reliable and stable power supply for railway transportation.Fourthly, in order to guarantee the development goals, the company continuously develop implementing ISO 9000 and reengineering activities, the operation of power supply equipment management gets constantly continuous improvement from management concept, maintenance ideas and methods, equipment upgrading, labor organization optimization, cadres management, the cultivation of talents.
