Research On Creating Learning Organization In Railway Enterprise

The theory of learning organization is known as one of the most advanced management theory.Professor Peter Senge of M.I.T(1990),the creator of learning organization theory,thought that in 21th the competition among enterprises would be actually the competition of the leaning ability,and the only advantage would come from the capability of learning faster than the competitors.The theory of learning organization has offered the managers of each country's corporations with great instruction power.Now,China's railway enterprise is coming to a new development stage,facing uncommon historic opportunities and also a severe challenge.Creating learning organization to increase the learning ability and innovation ability constantly is necessary to guarantee the railway enterprise to develop better and faster.In this paper,we adopt the methods of on-site deep investigation and questionnaire survey to find out and analyze the current situation of creating learning organization in China's railway enterprise,based on the investigation result and related theory of learning organization,we put forward 5 measures to deeply propel the creating activity, they are:structuring shared vision,establishing permanent mechanism,offering and guaranteeing learning situation,innovating learning methods and building learning culture.In order to test the effects of the creating activity,we propose a learning organization evaluation structure of railway enterprise,we try to popularize the good experience of creating activity and offer comprehensive feedback information through the evaluation,and prevent the creating activity just stay skin-deep.In the end of this paper,according to the current situation of railway enterprise' learning organization and the characteristics of the railway industry,we put forward some advice of how to create learning organization in China's railway enterprise.
