Human resource strategy is to promote the HRM to the strategy level,helping the enterprise to achieve the strategy goal by making the human resource strategy plane. The purpose of human resource strategy is to assist the enterprise to conduct its development strategy and get success. The HRM as this is more pertinent and effective.This paper is divided into five chapters, the first chapter is mainly about introducing the research aim and the research background. The appearance of the theory about human resource strategy bring a significant effect to the international academic circle, it combines the HRM with the strategy making the HRM having a more clearly aim. The researchers and enterprisers are doing the research about the human resource strategy,but It is not spread widely in our country, the theory isn't combined with the practice effectively, the human resource strategy based on the corporation development strategy is not known clearly. The research aim of this paper is to make the human resource strategy which is based on the corporation development strategy.The chapter two introduces the theories about the human resource strategy, including the interpreting about the theories from international and internal. Human resource strategy is to coordinate the relation and the contradiction between human and issues by the scientific methods, exert the proficiency of the employees sufficiently, realizing the goal of the organization.The chapter three is about the choosing of the human resource management strategy on the base of the corporation development strategy, including the choosing of human resource management strategy on the base of the corporation competition strategy and the corporation total strategy. The corporation competition strategy includes cost leadership strategy, product differentiation strategy and concentrating operation strategy. The corporation total strategy includes stabilization strategy, condensation strategy and expanding strategy. According to different corporation development strategy, there will be different human resource strategy plans which are reflected on the invention on the training, the different requirements on the employees' work and the salary. But such different human resource strategies centre on the enterprise strategy goals, serve for it.The chapter four introduces the construction of human resource strategy. Before doing it, we should analyze the exterior environment of the corporation, it mainly includes macroscopical environment analysis, labor capacity market analysis, industry environment analysis and interior environment analysis. The content about making the human resource strategy introduces the procedure and the method.The chapter five is mainly about the conduction and controlling of the human resource strategy. Human resource strategy is the programming which according to the exterior environment of the corporation combined with the condition of itself. So human recourse strategy provide the directive development direction for the activities of the HRM. This paper discuss the conduction and the controlling of human resource strategy from the recruitment, training, performance management and salary management. In the end of this paper, quoting the example of the Li Hua leather handbag company to explain how to make the human resource strategy for the company.
