Through integrating and analyzing the theories of human resource management,the paper studies the problems of the human resource management of the XinyaConstruction Corporation, which is a small and middle-sized construction enterprise.Then it puts forward a basic idea to set up the human resource management system ofthe corporation.Through studying the theories of human resource management, the paperemphasizes that the small and middle-sized enterprises should correct themisunderstanding of the human resource management. Then it points out the mainspecialties of modern human resource management. After comparing the differentways of the human resource management in China and in foreign countries, the papertries to find out the common problems at present. This forms the theoretic base ofstudying the human resource management system of the Xinya ConstructionCorporation.The paper analyses the human resource management of the corporation and findsa series of problems, as following: lacking the idea of human resource management,lacking the developing strategy of the whole corporation and of its human resource,the improper institutions of the human resource management, the incompleteness ofthe human resource accessing system, the bad human resource training mechanismand the incompleteness of the human resource payment management. Then it bringsforward a series of actual methods and policies of working out the developing strategyof the human resource, and of building the payment system, the accessing system andthe training mechanism.
