Agricultural infrastructure, is the physical carrier of agricultural production and business activities of, which restricts the development of rural economy, and the level of agricultural infrastructure in a region can comprehensive reflects of the level of economic development in rural areas. But tthereis a serious shortage of water resources and a serious waste in our country.The distribution, scale and benefits of agricultural infrastructure are all at a low level, and it can not meet the needs of the development of new socialist countryside. This situation to some extent, restricts the ability of China to improve agricultural production, thus affecting the rural economy continued stable and healthy development. Therefore, we must strengthen the infrastructure construction of farmland water conservancy to ease the contradiction between supply and demand of water for agricultural production.Since large-scale irrigation infrastructure needs a lot of money to repair, update, transform, resulting in practical efficiency of the bottom, can not even use. In this case, the farmers resulte strong demand to the farmers of small irrigation infrastructure, , resulting in small-scale irrigation farmers growing demand for infrastructure.The key importance of small irrigation and water conservancy infrastructure attributes to the basis of food safety and to improve the comprehensive abilities of agricultural production. Besides, it is the key guarantee to live and work in order to build well-to-do society in the general. Moreover, the infrastructure plays a key role in preventing drought and flood disasters, and improving farmers'livelihood, pushing the social and economical development as well, which depends on its small scale, sufficient quantities and wide distribution.The small irrigation and water conservancy is the basic infrastructure of agriculture. It can efficiently increase the farmland irrigated area so as to improve agricultural productivity and incomes as well. To push village water conservancy infrastructure could address the"Three Rural Issues"better. However, most of agricultural infrastructures are for long years out of repair, innovate because of lack money input. Besides, most of infrastructures are damaged result in lacking supervision and protecting. In addition, the finance issue is another difficulty cause the shortage of public and government support. In all, it is important to say that to address the issue of finance, and to seek the mode of supply diversity are key factors to prosper national agricultural infrastructure development stably. Therefore, guided by the theories of both public products and agricultural infrastructures, this paper focuses on the analysis and research from the case of supply mode of the small-sized farmlands irrigation and water conservancy facilities in Zhuqiao Town, Laizhou County, Yantai City. Also, it further discusses the advantages of supply mode of the small-sized farmlands irrigation and water conservancy facilities which are managed by the people and subsidized by the state. At present, the shift has been found of the supply mode from the state to both sides, which facilitates the construction of small-sized farmlands irrigation and water conservancy facilities. Meanwhile, this paper introduces a new method on the reform of the supply mode of small-sized farmlands irrigation and water conservancy facilities in new period.
