The correct evaluation of the efficiency of supporting agricultural in each region can help each region to make a clear position to its own comprehensive situation of supporting agricultural,adjust measures and policies according to local conditions,and consolidate the foundation of rural governance,so as to promote the efficient development of agriculture and rural areas.Because the existing research on the efficiency of supporting agricultural often turns the value of agricultural efficiency into truncated data,less consideration is given to the effect of geographical location on regional agricultural efficiency.Based on this idea,this paper chooses 14 cities and states in Hunan province as examples to carry out the research,in order to enrich the empirical research ideas on the efficiency of supporting agricultural.The main empirical research contents and results are as follows:At first,in this study,the Super-SBM model and the Malmquist index model in the DEA method were firstly used to calculate the regional agricultural support efficiency of Hunan province from 2008 to 2017 respectively from the static and dynamic dimensions.From the view of the result of dynamic dimensions,we found that the efficiency of supporting agricultural in Hunan had obvious differences,The problem of waste of input resources and low output level has been plaguing most areas in Hunan province.From the view of the static dimensions that the improvement of total factor productivity of regional efficiency of supporting agricultural in Hunan province is confronted with the dilemma of declining technological efficiency change index and technological progress change index,the problems of technological decline are conspicuous so that the city of Hunan province need to improve the management level pressingly.Then based on the efficiency measurement of the Super-SBM model,combined with the the ESDA method,it is found that the spatiotemporal evolution characteristics of regional agricultural support efficiency in Hunan province are discussed by combining the global autocorrelation analysis and local autocorrelation analysis in the ESDA method.The research shows that the agricultural support efficiency of Hunan province presents the characteristics of spatial aggregation in the whole situation,and the agricultural support efficiency in the cities and states locallyexists in two spatial distribution patterns,high-high and low-low,with spatial homogeneity.The overall agricultural support efficiency in the western region of Hunan province has been low,which is the "low valley" of agricultural support efficiency in Hunan provinceAfter that,on the basis of considering spatial weight,this study analyzes the factors that influence to improve the efficiency of supporting agriculture in all regions of Hunan province by using the spatial error model and spatial lag model in the spatial econometric method.The result shows that the role of financial self-sufficiency in promoting the efficiency of supporting agriculture in the cities and states is more remarkable than the level of economic development,chemistry and chemical engineering in agriculture,regional consumption,and transportation capacity.The level of urbanization has more restrictive effect on the efficiency of supporting agriculture in various cities of Hunan province than the ability of capital investment and the level of financial deposit and loan.Finally,combined with the above research results,this paper proposes policy suggestions from 5 aspects aiming to improve the efficiency of regional supporting agriculture:to reduce the differences in the efficiency of supporting agriculture based on the government's top-level design and,to promote the development of science and technology in rural areas and solve the problem of technology decline,to improve the management level of supporting agriculture and avoid the insufficient utilization of resources,to establish the mechanism for training capable people and cultivate the ability of agricultural innovation,and to reinforce the guiding role of the government and highlight the dominant position of the market.
