| Currently, China is in rapid development period, people's living standards have greatly improved. Due to the expansion of physical demand ,the growing of garbage trouble many cities.Nowadays, the waste management model used by many countries is integrated system waste management (ISWM), which selects and applys appropriate waste treatment technologies and management procedures, in order to meet some specific management objectives. And this model synthesize a variety of technologies, policies, regulations, resident behavior, economic measures to a flexible, market-oriented, organic waste management system. In this system, the froms and scopes of separate collection is decided by the follow-up treatment, on the other hand it determines the difficulty and effectiveness of the follow-up treatment, and also detemines the quality of the garbage power generation product. So, how successful to be a part of planning and management of ISWM is the most important issue to promote separate collection.In China, the way to solve garbage problem is how to manage the solid waste. According to the policy of waste reduction, recycling, harmlessness, the first hand is to improve the capability of waste disposal, which is approached by socializing the environmental companies. The second hand is to promote source separation of waste, reduction, and resource recovery, while for the special waste to take special recovery and disposal. However, the waste reduction and recycling currently is to improve waste classification, which is discussed through how the ENGO, community and citizen to take participation in society in this paper.In this paper, based on the research and analysis of the Shanghai Pudong MeiShang bio-technology environmental protection Co., Ltd., the paper points out that the environmental enterprises play an important role in the waste disposal areas of urban environment. And due to the inefficiency of government to deal with the waste disposal in urban areas, and the complexity of municipal solid waste problem, this paper propose that the garbage problem should solve through the active participation of all social subjects. Therefore, this paper do some research of the situation of the government, environmental enterprises, ENGO, community and individual citizens in waste disposal, and presents each subject with different means and roles of participation in society, in order to play its main initiative to solve the problem of garbage in largest city and to promote the development of urban environment. |
