Study On The Property Rights Regime Of Protective Forest In Rural Areas

Protective forest in rural areas is an important part of forestry construction in rural areas .It plays an important role in improving the ecological environment, maintaining ecological balance, ensuring food security, and meeting the demand of timber for economic development .However, the weakness of quality of protective forest in rural areas and the fragile of ecological environment make it important to study the factor that restricting the development of protective forest in rural areas.In this paper, we take property rights economics, institutional economics, and resource and environmental economics as a theoretical guide and use the standard analytical and empirical analysis of research methods. We analyze the features, property rights system structure and function, constraint and performance of protective forest in rural areas we explained constraints factors .of protective forest in rural areas from the perspective of property rights regime and put forward the specific recommendations.This paper is divided into five parts. The first chapter is instruction. In the second chapter we explain the concept of protective forest in rural areas and analyze the features of public goods and demand for eco-effectiveness protective forest in rural areas. In the third chapter we use the standard methods to analyze features, property rights system structure and function, constraint and performance of protective forest in rural areas. In the forth chapter we make empirical analysis of property rights regime of protective forest in rural areas in Weishan of Shan Dong province. In the fifth chapter we put forward the recommendations .that improve environment of protective forest in rural areas and adjust the property rights regime.The main conclusion of the study:1.The ecological benefits of protective forest in rural areas. are external and non-exclusive, so it has the features of public goods .So it is necessary for government to provide ecological benefits of such public goods to address the market failure. In addition, the requirements of the main beneficiaries of eco-efficiency on the one hand reflect its passivity. On the other hand, the price elasticity of demand is zero, because of the non-exclusive of ecological benefits .and the indifference curve of demand for eco-effectiveness and the income level of the main beneficiaries of change showed the same respect.2.The structure of property rights regime of protective forest in rural areas is divided into the ownership system, Franchise system and the usufruct system. Its function is to reduce the uncertainty and the external internal, constraining encouraging for the management entities and resource allocation. of protective forest in rural areas means which property rights regimes to decide and which kind of regime to choose under the constraints of property rights regime environment, property rights regime preferences and select the main trading technology structure .Performance of property rights regime of protective forest in rural areas means the function of the structure of property rights ,constraints of property rights , supervisory capacity and economic dependence under the constraints of property rights regime. And the standards of the evaluation of the regime performance include environmental compatibility, standards of transaction costs and the standards for fairness.3.Though the empirical analysis of protective forest in rural areas in Weishan of Shandong province,we can see that the environment of the property rights regime have both positive and negative implications to the development of protective forest, but the capital environment restricts the development of protective forest. Property rights regime of protective forest has the issues of insufficient incentives, high transaction costs and incomplete property rights.4.Though the normative analysis and empirical analysis, this paper put forward the proposal to optimize the environment of the property rights regime and adjust this regime. Optimizing property rights regime including strengthening the construction of the informal systems, enhancing the protection of forest investment, enhancing technical support, building use right transaction market of forest land, and developing the forestry policy insurance measures in five areas. Adjusting the property rights regime including forest ownership structure reforms, improving protective forest ecological compensation regime, and optimizing the management system of protective forest. This paper has two major innovations. Firstly, from aspect of the property rights regime, property regime constraints, and transaction technology structural to analysis the hinder of the development of rural protective forest, the angle of view has innovativeness. Secondly, according to restrictive factors of the development of protective forest, this paper put forward the measure of optimizing the property rights regime environment and adjusting property rights regime, has some theoretical value and practical significance.
