This paper explores in this study the conflict between the market-priced coal and price-regulated electricity in China, which results from the market-oriented coal price spikes and the government-controlled electricity prices. This conflict has become a serious issue exerting adverse effects on the development of the power industry and the entire economy as a whole. This conflict mainly manifests as the number of the generating coal is not guaranteed, the price of the generating coal is rising and the quality of the generating coal is decreased which cause great difficulty for the operations of the thermal power generators. This paper presents an analysis on the impacts of the conflict on the thermal power generators in terms of the fuel cost, the operation and maintenance cost, and the capital cost, and puts forward some useful countermeasures based upon the analysis.Firstly, this paper analyses from a theoretical perspective, expounds the transaction cost theory, financial crisis theory and CVP analysis theory,which lay the foundation for analysis behind. Secondly this paper is on the comparatively overall analysis of the situation and formation of the electricity-coal conflict and makes evaluation of the governments, measures for resolving this conflict. Then this paper concludes that the measures can not fundamentally solve the electricity-coal conflict. Thirdly, based on the data of investigation, this paper systematically analyses the impacts of the conflict on the thermal power generators, main cost items. This paper analyses the impacts of the coal price rise on the fuel cost of the thermal power generators by setting a relation model of coal price and fuel cost. And this paper analyses the impacts of the coal price rise on the capital cost by setting a linear regression model of coal price and financial cost. And this paper analyses the impacts of the decrease in coal quality on the operation and maintenance cost of thermal power units through setting a multiple linear regression model of the influence factors of coal quality and the operation and maintenance cost. According to the CVP analysis theory, this paper carrys on marginal contribution analysis, break-even analysis and profit sensitivity analysis in order to show the impacts of the conflict on the thermal power generators, operations. Fourthly, according to above analytic conclusions, from the perspective of the thermal power generators, this paper puts forwards some measures of copping with electricity-coal conflict,namely strengthening cost control, meanwhile suggesting that the government take some positive and effective measures to relieve electricity-coal conflict. Finally, this paper summarizes the main conclusions and brings forward the future research directions.
