Study On Evaluation Of Agricultural Sustainable Development Capacity And Countermeasure In Dingxi City

As a kind of brand-new concept, sustainable development has become the consensus of world, attracted wide attention from the international community. Agricultural sustainable development is an important part of the sustainable development strategy, which plays a very important role in sustainable development of national economy. Increasing the ability of agricultural sustainable development ascension is an important approach to realizing the coordinated development of regional agriculture. Dingxi City is an important dry farming areas in Gansu Province, the capacity of agriculture sustainable development in Dingxi area is not only related to the rural economic and social development, and also is related to overall situation in Gansu, western China as well as the whole country's reform, development and stability.Guided by the related theory of the capacity of sustainable development of agriculture and based on the analysis of Agriculture and Rural development situation in Dingxi City, this paper followed the guiding ideology and basic principle of the capacity of sustainable development of agriculture, formulated five subsystems including population, economy, society, resources and environment. And also 24 indicators of evaluating the capacity of sustainable development of agriculture were formed. The results showed that:(1) During the time of 1999-2008, the capacity of sustainable development of agriculture is generally increasing in Dingxi City. The development of agricultural system of each subsystem existed difference. The system of population, economy and society are on the rise with the exception of the individual year, and resources system and environment system is not stable. The coordination degree of agricultural system is in the overall rise, and coordination level ranged from extreme imbalance to weak degrees. Demographic, economic and social system is to enhance coordination degree, which plays a positive role. Environmental Systems is to reduce the coordination degree, which plays a negative role. (2) In 2008, the capacity of sustainable development of agriculture is not high in each area of The capacity index of the agricultural sustainable development of Tongwei County, Longxi County, Weiyuan County, Zhang County, Min County is less than 0.55, which was in a non-continuous state, Dingxi City. Anding areas and Lintao County have very weak capacity for sustainable development. The capacity index of agricultural sustainable development is sorted by size from high to low as follows:Anding district, Lintao County, Weiyuan County, Longxi County, Tongwei County, Zhang County, and Min County. This paper made the regional division of agricultural sustainable development of each country in Dingxi City by taking clustering methodology. The results showed that:when the polymerization level equals to five, polymerization falls into four categories. The first category is Tongwei Country, Zhang Country and Min Country; The second category is Longxi County and Weiyuan County; The third category is the Anding zone; The fourth category is Lintao C The agricultural coordination of county area are less than 0.5, coordination level are weak below the disorder level.ounty. The order of the coordination degreei is Anding district, Weiyuan County, Longxi County, Lintao County, Zhang County, Tongwei County, and Min County.The study further analyzed the long-term restricted factors of the capacity for building the sustainable development of agriculture in Dingxi City. They were as follows:the lack of agricultural investment; the weak agricultural infrastructure; vulnerability of ecological environment of agriculture; serious pollution; agricultural structure is irrational; farming, especially grain production is of a large percentage; large proportion of agricultural population, farmers with low educational level; low level of agricultural market development, weak consulting services; water shortage, and low level of utilization rate.Some measures were also put forward, they are showed as follows:increasin investments in agriculture; strengthening the construction of agricultural infrastructure; optimizing the industrial organization of agriculture; developing the characteristic and advantageous agriculture; strictly controlling the population growth; improve the overall quality of the rural population; strengthening comprehensive management on environment; improve ecological environment of agriculture; accelerating the pace of urban construction; advancing the process of urbanization; improving the service system of agricultural science and technology; promoting scientific and technological progress in agriculture and rural area; strengthening disaster prevention and mitigation system and enhance the resilience of agriculture.
