Study On The Modern Agricultural Development In Dingxi City Of Gansu Province

Modernization of agriculture is the important basis of Chinese modernization construction. The agricultural proportion of Gansu province is lager, and the development level is low, so the task of building modern agriculture is very arduous. Dingxi City lies in the central area of Gansu Province, where there are many gullies and mountains, and climatic conditions there are very harsh, and drought happens at the rate of nine tenths, and it is typical dry-farming area on the Loess Plateau, which is also the well-known poverty-stricken area in china. Promoting of modern agricultural development in Dingxi City has important significance to solve the problems of agriculture, rural areas and farmers and protect the eco-environment of fragile area in the Loess Plateau and realize the agricultural sustainable development.The study took theory of modern agriculture as direction, and based on the agricultural development situation in Dingxi City, it Further explored the advantages of modern agricultural development in national policy support, location, natural resources and character industry in Dingxi City, and the disadvantages in natural disasters, industrial structure, the degree of industrialization, infrastructure construction and the development level of urbanization. Then the thesis built evaluation index system of modern agriculture in Dingxi City through AHP and conducted a survey to the development level of modern agriculture in Dingxi City in 2006 using modes. The results are as follows: (1) Comprehensive evaluation value of the modern agricultural development in Dingxi City in 2006 was 0.2979, which proved that the modern agriculture of Dingxi City was in the preparatory stage. (2) Among the seven first-level indicators of the evaluation index system, the all survey value did not meet the modern agricultural standards of the initial stage. The order of index value was as follows: the evaluation value of agricultural commercialization indicators> the evaluation value of agricultural science and technology indicators > the evaluation value of economy structure indicators > the evaluation value of the development level indicators of agricultural economy > the evaluation value of agricultural sustainable development indicators > the evaluation value of agricultural output level indicators > the evaluation value of agricultural productivity level Indicators. (3) The development of modern agriculture in Dingxi City was still relatively backward, and the evaluation value of modern agricultural development was lower than the average level of the province (0.409). From the evaluation value of seven first-level indicators, the evaluation value of those indicators in Dingxi City was less than the evaluation value of the province, which proved that there existed a gap in all areas between the modern agricultural development in Dingxi City and the province, especially obvious in the level of agricultural productivity.On the basis of the survey to the modern agricultural development in Dingxi City, the developing focus of the modern agriculture in Dingxi City should include: Following the natural and economic laws, and advanced the modern agricultural construction in different regions; focusing on the comparative advantages of resources, mainly developed the five major industrial chain of potato, Chinese herbal medicine, animal husbandry, flowers and edible fungi, and built Chinese largest base of potato varieties, production and processing, and the famous modern pharmaceutics in northwest, the largest fresh cut flowers in Northwest and the production of tuber, and the important animal and grass industrial in Gansu. The development focus were as follows: according to its own characteristics and local conditions, developing character agriculture, green agriculture and ecological agriculture suitable for the city, and vigorously developing the potato, Chinese herbal medicine, flowers, grass and other character crops and small miscellaneous grains, and taking the sustainable development road of agriculture.On the basis of the above study, some policy measures are put forward to improve the modern agricultural development in Dingxi City, they are: Relying on scientific and technological progress and improving the level of agricultural production in Dingxi City; Improving the farmers'overall quality in Dingxi; Continuously adjusting and optimizing the industrial structure of agriculture; Actively cultivating and perfecting the rural market system; Actively promoting the process of agricultural industrialization management; Implementing appropriate agricultural protection policy; Rationally developing and using agricultural resources and strengthening the environment protection and ecological construction; pushing the process of industrialization and civilization.
