With the development of our national economy and the improvement of people’s living standard,people’s demand for housing increases constantly. Although, since1998, housing policy changed fromphysical distribution to monetary distribution and housing market expending rapidly, the defectivemarket mechanism and the government’s lack of supervision cause the rising of commercial housingprices. As a result of that, most of social low-income groups "cannot afford to buy" and "cannot affordthe rent". At the same time the rapid growth of the population in China, and certainly will exacerbatethe whole country of the housing shortage condition.Housing tension of housing pressure is expanding constantly, thus makes our problems inhousing for low-income groups rise to the people’s livelihood issues in national strategy, also moreand more attention to the country. The paper reviews the development of China’s housing securitypolicies based on the history and current situation,analysis of the urban housing security policies ofthe relevant concepts and theories,to explore the clear support of the concept and theory, combinedwith China’s housing security policy implementation process the actual results,that the government inpolicy formulation and implementation of housing security deficiencies and omissions in the proposedcountermeasures to improved and perfect the housing security policies.
