Research On Housing Problem And Policy Of Mid And Low In-come Urban Families In JINAN

Housing is the basic necessity of life, the basic human survival need, the right of abode is every citizen's basic right. Thus ensuring that every citizen "Housing Ownership" is the government's responsibility and obligation. Housing is not only a personal issue but also a social problem. Because the resources of housing is universal essential and deficient, as well as price is expensive specially, mid and the low-income families who can not solve the housing problems must rely on the protecting housing policy of the government. China's housing reform has not completely satisfied the housing needs in the mid and low-income families. This need is always a hot public concern. The first implementation of economic housing and low-rent housing management and new approaches happened in September 2007 at Jinan. Under this situation, this article with the help of field surveys, data reading, mid and low-income housing survey, analyzed a series of issues, such as the origin of mid and low-income family housing difficulty, the existing policy, as well as possible policy suggestions and so on.This paper is divided into the following parts:Chapter one, Introduction, explained the topics discussed in this paper, the background and significance of topics, and literature review.Chapter two, the research outline designed this article overall research frame and the concern. First determined the object and the question of study, then correlation theories support of researching and solution were established. Subsequently elaborated the theoretical value and the practical significance of this article study, and according to the research content designated the literature and field research.Chapter three, a comprehensive analysis of the mid and low-income housing status of Jinan, explained the reasons of housing difficulties by qualitative analysis.Chapters four discussed the provisions of the existing housing policy of Jinan, as well as the effectiveness of the policy itself, the existing problems in the course of implementing.Chapter five, summed up the practice of the United States, Singapore, Hong Kong and other countries and regions in resolving the housing problems of mid and low-income families, and pointed out that extraterritorial experience for the resolution of China's low-income housing problem in a useful inspiration and reference value.Chapter six, in accordance with the above analysis, the attempt to find the solutions how to deal with housing problem in Jinan, and accordingly put forward the corresponding policy recommendations.The final part, summarized the work and achievements in the article, noting that the issue to be examined in the article, as well as the shortcomings and limitations.
