The Study On Marine Industrial Agglomeration And Regional Economic Growth Of Shandong Peninsula

The topic of industrial agglomeration and regional economic growth is always the focus of theory research since classical economics. With the lasting, steady and fast development of marine economy, Shandong Province put forward the strategy about building the marine economic region at the right moment. Thus, study on the marine industrial agglomeration and regional economic growth of Shandong peninsula means a lot to the practice of that strategy.Marine industrial agglomeration has its own mechanism in transforming, gradual progress and cooperative course. It suggests that Shandong Peninsula has its own advantage at many aspects, such as position, marine resources, marine industry development foundation, science, policy guidance, international cooperation and so on. The result of calculating the centralized coefficient indicates that the primary and secondary marine industry in Shandong Peninsula have already taken shape, the tertiary industry highlights its specialized advantage gradually after 2006, but the whole situation is not obvious. The position entropy index indicates the rise and drop trends coexist, the secondary and tertiary industries increase obviously, especially the tertiary industry. This indicates marine industry of Shandong Peninsula is turning the labor-intensive industry to capital and technology-intensive industry gradually. By assessing the industry and distribution, it drops that the marine industry develops unbalanced among district; industry isomorphism phenomenon among cities is serious. We need to adopt certain industrial policy and economic means to guide and adjust its development.By calculating Spearman coefficient correlation, it presents that development of marine industry and economic growth of coastal area are highly relevant in Shandong Peninsula. Natural resources and marine technology contribute mostly;marine new industry owns the highest potential power at influencing the economic growth. By using coupling coordinate model, it reveals that marine industry and local economy can coordinate and develop in a healthy way.By imitating dynamic gradual progress of two subsystems, it indicates that while making the economic development strategy of Shandong Peninsula, we can emphasis more on developing the marine industry and guide better and faster coordinated development of the marine industry and regional economy.By making a panel model, it shows that each coastal city in Shandong Peninsula varies at the effect of developing marine industry. Qingdao and Weihai have the greatest elasticity among the cities; Yantai and Weifang are less prominent than them. It indicates that most areas are marginalized in the course of developing the marine industry; the specialized level of marine industry has not been improved.The effect of marine industrial agglomeration can be analyzed in many aspects, such as scale economy effect, dividing the work effect, external effect, market effect and so on. Combining the results, we propose four suggestions:First, fostering the enterprise clusters with regional characteristics which do the marine business;second, strengthen the construction of industrial zone on the basis of work dividing and cooperation; third, building the marine industry garden by using the international experience as reference; fourth, promoting and spreading innovations among the clusters.Shandong Peninsula should pay more attention at advancing local economic growth by realizing marine industrial agglomeration. First of all, strengthen guiding and executing policies to enforce marine industries agglomerate benignly. Including building the benign environment; improving legal system; setting up trust mechanism; protecting and developing equally important. Secondly, leading the marine industrial agglomeration and regional economy develop in harmony, in order to promote the synthesized competitiveness of peninsula. Including:giving play to the effect of financial policy on marine industrial agglomeration; guiding the mobility of product factor rationally; promoting marine industrial agglomeration trans-region. Finally, the government should implement the integration of marine and regional economy to develop.
