Based on the theory of industrial agglomeration and the particularity of marine industry to build a theoretical framework for the marine industry cluster analysis coupled with regional development, and make the research expansion from a single perspective to multilateral regional. The paper explores the internal mechanism and spatial spillover effects between marine industry cluster and regional development. The study founds three results. First, the Yangtze River Delta, Pearl River Delta’s marine industrial agglomeration and regional economic development can be achieved simultaneously, and showed a situation of gradual enhancement, ultimately, it will achieve coordinated development of high quality. However, the coupling of the two regions are gradually narrowing the gap, and the Pearl River is overtaking Delta Yangtze River Delta. Second, There are obvious spatial and temporal differences in the marine industry cluster coupling to the region.From the time point of view, the coupling between the three ocean industrial agglomerations and regional economy presents a feature that first increased and then decreased and increased again. Moreover, Compare with the secondary and the tertiary marine industry, the first marine industry have a better degree of coupling to regional development. From regional point of view, the first marine industry in Yangtze River Delta coupling to regional development is slightly stronger than the Pearl River Deltas’, but the secondary and marine industry is slightly weaker than the PRDs’. Third, there is a space spillover existing in marine industry gathering space and a scope affect space boundary. The radiation to the surrounding area made by Yangtze River Delta’s marine economy and the three marine industry in the range of 300km, where 0-200 km decay slower, and accelerating the decay rate within 200-300 km. While the tertiary industry of PRD marine economy in range of 500km away, and the attenuation pattern showed some degree of spatial homogeneity. In all, making a research about the relations between marine industrial agglomeration and regional economic development by such a new perspective will be an important theoretical and practical significance to our China’s marine economy.
