Study On Strategic Adjusting The Industry Structure Of Weicheng Economics Development Zone

Weicheng Economic Development Zone locates in the west of Weifang. It is one of the main 50 Zones in Shandong province, and it's one of the "Four Sectors" to accelerate developing the industry cluster in Weifang downtown. In recent years, basing on the advantage of communication and with the oriention of market, the Weicheng Economic Development Zone has introduced several demonstration projects such as Haode Trade Plaza, Weifang Steel Union, Jia Le Jia. It began to take shape the developing pattern of commodity trading, display, storage&distribution and information service. But as economy developing, the industry structure showed its incongruity, this problem is blocking up the sustainability strictly. How to adjust the industry structure strategically is the utmostly important to develop the zone economy.In present, the zone economic and social development level has made achievements. The second industry's contribution rate was on a high level, and tertiary industries became more important. but considering its local industrial structure, there are still many problems. One of them is the slowness of the development of the primary industry featuring in low labor productivity. A large number of labor forces have obtained employment in this industry, yet with rather low output value. Despite the relatively high output value in the secondary industry, few employment opportunities have been provided to surplus labors shifted from the primary industry. In addition, a majority of its industrial production value was made greatly relating to the consumption of natural resources, which resulted in the small amount of the industrial added value. Traditional industries still dominate the tertiary industry while the development of modern service industries is comparatively lagging behind. There is still a long distance to achive the target being the Logistic Base as defined by Weifang City Municipality. Big problems remain in the industrial structure, how to solve these problems will play a critical role in keeping its economy growing in a benign and long-lasting manner.Based on the theories of industry economics, fundamental theory of development economics industry structure, sustanability and theory of Urban-Rural integration will be introduced in this paper. In the empirical analysis, the author's focus will be firstly given to analyze the proportion of industrial structure in Weicheng Economic Development Zone, then to the cause of its formation from the perspective of history, and thirdly comparative analysis so that it is obvious to find the irrationality of industrial structure in the Zone especially in its secondary industry.In the conclusion of this paper, the author will provide solutions to the strategic adjustment of Weicheng Economic Development Zone, namely the need to improve labor productivity in the primary industry, to increase the industrial added value in the secondary industry and to speed up the development of the tertiary industry, in accordance with the theory of industrial policy and analytical results of this paper. Besides, policy suggestions will be offered in order to rationalize the industrial structure in the Zone. All those solutions and suggestions will prove to be of considerable value, for they constitute theoretical foundation and make realistic comparison for the adjustment of industrial structure in Weicheng Economic Development Zone.
