Adjusting And Upgrading The Industrial Structure In Gansu Province

This paper analyses the industrial structure of GANSU province in detail according to the international and domestic environment of economy and politics, based on the local conditions, then gives out the policy and direction to adjust and upgrade the industrial structure and points out developing stratagem next decade(from 2004 to 2013).ln the next ten years we must hurry up to adjust and upgrade the industrial structure, going the new way of industrialization, with the guide of market, making the enterprises as the main body in economy, making the independent innovation as the central task in work. We also must take advantage of the superiority of labor intensive industry to adjust the structure of goods and enterprises to enhance the level of technology and competition in market so as to make the industrial structure stronger.The main methods and ideas in this paper as following:1, Different ways and standards to distinguish development stage out can get different results, we can get three different stages considering the industrial policy as the standard, the first stage is from 1949 to 1978, the second is from 1978 to 1998, the third is from 1998 to now. If according to the standards given by the search group led by H.Chenery, we can see that all regions still in the stage of producing elementary goods except of Jinchang, Baiyin and Lanzhou having gone into the stage of industrialization, all the proofs indicates that GANSU still has a long way to industrialize.2, This paper uses different ways to divide whole region into some small economic regions in order to accelerate the speed of adjusting and upgrading industrial structure and economic development, we can distinguish the whole region as fourteen small economic regions if we consider the government's districts as standard;if we independently design our own standards according to regional theory, such as balanceable development, and remain all districts and industries integrated, it is no doubt to get the result of four economic regions, the northwestern economic region including Jiayuguan, Jiuquan and Zhangye;the northeastern economic region including Jinchang, Baiyin and Wuwei;the southeastern economic region including Tianshui, Longnan, Qingyang and Pingliang;the southwestern economic region including Lanzhou, Dingxi, Linxia and Gannan.3, Many ways have been used to analyze and evaluate the industrial structure,such as the imbalance index, centralization index and Lorentz Curve to analyze industrial arrangement, the sameness index to analyze industrial sameness and repeating construction, Coefficient of Variation to analyze industrial developing difference, Location Quotient to analyze industrial specialization, index system to analyze industrial competition.4> After analyzing the industrial structure in detail and based on the actual conditions, I would like to show the developing stratagem out which includes one main development axis along the new Asia-Europe bridge in GANSU and one sub left development axis and two right development axes, thus all regions can be connected freely and easily constitute take advantage industrial policy and make out own developing stratagem to develop fast and well in the next years!...
