The Impact Of Aflatoxin Inspection Standard On The Export Of Chinese Peanut Products And Its Countermeasures

Peanut products trade are facing two problems, one is the green barriers of agricultural trade,the other is the food security issues. Based on the two angles, this paper do the systematic study. Regard to aflatoxin inspection, the corresponding legal basis can be found in the SPS agreement from WTO. Article I Annex A:to protect human or animal life or health within the territory of the member from risks arising from additives, contaminants, toxins or diseasecausing organisms in foods, beverages or feedstuffs,this agreement applies to all sanitary and phytosanitary measures which may, directly or indirectly, affect international trade. As there are no unified regulation of aflatoxin standard to peanut products in the world trade market,so in accordance with actual situation,different countries has different inspection standards, and lack of mutual recognition mechanism, all of these have peanut products trade severely limited.This paper use the export data of China peanut products in 2009,plus the bulletin to Chinese peanut products from RASFF,do the study to analyse the difficulties of peanut products export form.Then on the basis of these factual data,do the further analysis,as a result,find the consequences is so serious,not only have inspection standards increased,which are formulated by Japan, Europe and the United States and other countries, but also increase the restrictions to Chinese peanut products export,at the same time cause the origin of the powerful negative effect in China to turn up,and even further increase export cost of peanut products, less competitive. With that this paper analyse the reasons of export difficulties met by Chinese peanut products,and find two main reasons,both domestic and overseas.External cause include:different inspection standards, compliance trade barriers; internal cause include:the quality problems of Chinese peanut itself and, poor management in the domestic food production and bad supervising to peanut products export,yet lack of coordination from third-party organization.In order to describe the influencing factors of Chinese peanut products export,which is caused by aflatoxin inspection standard,this paper utilize the deformation of the trade gravity model, based on the original variables,add the extra variable RASFF,and do some data processing,the result proves that RASFF has significant negative effect on Chinese peanut products export. According to the results of calculation, we can find that all other variables have obtain excellent effect.The final part analyze the problem of Chinese peanut products from three aspects: government, enterprises and NGO, and give some corresponding suggestions. Suggest that the government should make amends from six aspects:strengthen the quality management of peanut products, develop ecological agriculture of peanuts, enhance the whole supervision of peanut products, improve the mechanism of an early warning for peanut products, strengthen cooperation with the international community and create an excellent trading environment, strengthen brand construction of peanut products. The manufacturing enterprises should strictly abide by relevant provisions of laws and regulations to the production of peanut products, accelerate the construction of transparency to peanut products' safety management, and establish effective methods of quality security management, traceability system for peanut products, establish some safe peanuts' raw material supply bases, also should cooperate with the government's policies, make own brand bigger and strongger. Advise NGO to fully understand the importance of SPS, and different kinds of inspection standard to peanut products carried out in various countries,and cooperate with the government's work actively, adjust some related policies, play the leading role,and conduct relevant works to deal with the trade barries caused by these agricultural agreement.
