Firstly, the paper summarized the development theory of urban agglomerations. It points out the urban agglomerations are a kind of urban spatial distribution pattern, a certain range gathered a considerable number, different nature type and grade scale cities, with one or two mega cities as the center, relying on urban traffic, make connections between strengthening, that together constitute a relatively complete collection of words. Capital cities are the important pole of urban agglomerations'development. Central cities in the urban area economic development plays an important role:Aggregation, radiation, regional economic development of command centers, regional economic development of mediation central, regional economic development service center. From home and abroad in the course of urban agglomerations'development, this paper points out the population excessive concentration causes a variety of problems as well as China's urban agglomerations are faced with the opportunities and challenges in the development process.Secondly, this paper analyzed economic development features, development target, and the construction of basic ideas about the urban agglomerations in the industrial transfer demonstration region of the city-cluster along the Yangtze River in Anhui and the center city, Wuhu. And it put forward demonstration area of urban agglomerations construction, the concrete measures of central city overgrown construction. In the urban agglomerations construction, the government should facilitate unified planning and resources reorganization, the industrial structure optimization and complementary, unified market construction. In central city construction, the government should be about constructing industrial clusters in the north of the River, combination Wuhu with Maanshan city, Constructing city center, auxiliary city, central town, new rural community residential areas; Constructing the integration of integrated traffic system, etc.Finally, this paper summarized and looked forward to the futurity.
