Main Problems Of Forest Certification In Collective Forest Areas In Fujian Province And Analysis Of Countermeasures

Forest certification as an innovative market mechanism and economic method had promoted forest sustainable management, including Forest Sustainable Management and Chain of Custody. The mechanism had been applied widely in many countries and regions around the world. Fujian province, called "eighty percent, mountains; ten percent, waters; and the rest, land", is one of the most important collective forest areas in the southern. Forest industry had played an important role in the development in the province economy. As an important forestry province, it's also important for the forest management units in Fujian to take in forest certification, making forest sustainable development come true and ensuring the import and export trade in forest products. So it's the critical that the collective forest in Fujian province should carry out forest certification to realize forest sustainable development. Possessing these superior conditions—abundant forest resource and the development in forest industry was helpful to certificate forest. But under the influence of the collective forest areas feature and tradition management model, the areas still should pay attention to some existing problems when doing certification.On the basis of collecting, sorting the associated materials and practice research, the article illustrated FSC development tendency and the present study on it at home and abroad. Associating with the feature of Fujian collective forest areas, the essential to carry out FSC certification was put out. Firstly, in the example of Fujian Jinsen Forestry Co., Ltd, it introduced the general steps in forest certification; secondly, on the basis of problems and measures in the process of certificating, it analyzed some problems which should be paid attention to from the three major aspects—economic, environmental benefits and social consequences and put forward the corresponding countermeasures with the FSC principles and standards required and the actual situation. The study we have performed showed that there existed a key and difficulty point in the process of carrying out FSC certification by Fujian forest management units. After searching, the point was involved in four aspects:the problems concerned forest property belonging and dispute handling, environmental impact assessments, monitoring the forest management problems and identifying and protecting high value plants problems.Based on the analysis of the problems existed in the forest certification of collective forest areas in Fujian Province, this paper aimed at providing appropriate and effective countermeasures for the forest management units in collective forest areas in Fujian Province, which can help them pass the market mechanism of forest certification. This mechanism can effectively promote the sustainable management of the forest in Fujian Province. All of these can help providing reference of sustainable use of forest resources to achieve the harmonious unity of environmental benefits, economic benefits and social benefits. This study has certain reference value and meaning to the forest management units of collective forest areas in Fujian Province on forest certification.
