Establishment Of Forest Monitoring And Evaluation System Conforming To FSC Certification Requirement

Forest certification has the requirement on forest monitoring and evaluation. However, there is not specific and systematic research on forest monitoring and evaluation system (FMES) of forest management units under forest certification domestic and abroad at present. Because of this, forest management units have a lot of problems when applying forest certification and many non-conformances have been generated during the auditing process.Through analyzing the existing FMES domestic and abroad and based on the requirement of FSC forest certification standard, this text made a comparative analysis and established the FMES of forest management units. Comparing to the traditional forest monitoring and evaluation, this system covers the key 5 aspects of FSC certification, i.e. forest resources, environment impact, social impact, economics and chain of custody. Meanwhile, it also established the monitoring method and frequency sysment based on the specific monitoring indicators. In the procedure, this text created the analysis, evaluation and feedback mechanism and also made sure the garranting system. In a word, this system is a comprehensive system.Furthermore, this text took Hun Chun Forestry Bureau to make a cross-case analysis. Trough applying the established FMES and considering the specific conditions of Hunchun Forestry Bureau, the text verified the system in practice level.However, there are also some problems during the implementing of the system, for example, the monitoring's result of some indicators can not be guarrantteed, the monitoring's analysis and result are not professtional and the monitoring become the burden in a sense. But in general, this system has strong applicability and operability and can help bureau's ceritification, so it could be consider as a pratical system.
