Study On Several Issues Of Forest Certification Of Forest Region In South China

The positive role of forest certification played to the world forest has been shown in many countries and area of the world, which play an important role in promotion forest ecological, economical, and social efficiency. It changes the situation which destroyed forest with developing economy in the past, formulates relative reasonable standard on sustainable forest management, and has a perfect supervision scheme for chain-of-custody of forest wood production. The collective forest in South China is being in forest property right system, while forest certification taking out guiding role on forest management idea and management measures of collective forest area in our country.The study began with development course of forest certification and the significance on sustainable forest management, and did research on forest property problem which occurred with applying for forest certification of collective forest area in our country, judgment and protection of high conservation value forest, and management of plantation.Based on analysis about forest property right reform and producing background of forest property right disputes, the study found shortage of forest certification in collective forest area in our country, including the shorter time that forest management unit taken on forestland management which had not have a long sustainable management, and harm that forest property right disputes caused. And then did a introduce about high conservation value forest, including its judgment standard (six terms judgment standard ), management modes (important with prevention) and protection (including monitoring and protection measure),and clearly indicated the importance which high conservation played on people's production and life. Finally, the study analyzed on plantation with datas of area, accumulation and so on, which indicated the productive of plantation of our country was low, and forest certification could solute the problem, and bigger one which brought from south China's plantation applied for forest certification, and the main cause was that plantation management measures were backward.Combining actual cases found reasonable solution for the problems of forest certification in south collective forest area, the study made up the gap between management and forest certification standard, and made some help to forest certification work in collective forest area in South China.
