As the knowledge economy is coming, the view of point that science-technology is the first productive force and Sci-tech Human Resource is the first resource are accepted widely, Sci-tech Human Resource Comprehensive Competitiveness is closely related to the regional Sci-tech innovation, economic development and comprehensive strength, directly related to overall economic strength and social progress for one region. It is very important for Hebei province to scientifically solve these problems including how to correctly evaluate Sci-tech Human Resource Comprehensive Competitiveness by herself, how to correctly handle the relations between Sci-tech Human Resource Comprehensive Competitiveness and the grand strategic target of constructing the strong province with coast economy, how to effectively optimize Sci-tech Human Resource Comprehensive Competitiveness and promote economical development with it. This paper will make some studies on these as follows:Firstly, innovatively propose the conception of Sci-tech Human Resource Comprehensive Competitiveness combing with corresponding conceptions of Sci-tech Human Resource and influencing factors of comprehensive competitiveness; then scientifically construct the evaluation index system and model of Sci-tech Human Resource Comprehensive Competitiveness based on the theory of Sci-tech Human Resource and talent competitivenessSecondly, make horizontal analysis between Hebei province and the other provinces in China (30 provinces) of Sci-tech Human Resource Comprehensive Competitiveness in 2007 by Principal Component Analysis and SPSS, including scale competitiveness, in-put competitiveness, out-put competitiveness, potential competitiveness and environmental competitiveness of Sci-tech Human Resource, then clearly get Hebei's national comprehensive ranking of competitiveness level from above five aspects and her current defects.Finally, deeply analyze the causes of existing defects in Hebei's Sci-tech Human Resource Comprehensive Competitiveness combing with regional current situation, and propose corresponding optimization strategies on Hebei's Sci-tech Human Resource Comprehensive Competitiveness including strengthen establish and optimize Sci-tech Human Resource structure, innovate Sci-tech in-put system and increase in-put, strengthen incentive management and improve Sci-tech out-put, promote educational innovation and culture Sci-tech reserve talents, strengthen establish and develop environment for Sci-tech Human Resource, aiming at promoting Hebei's sustainable development of economy and society, constructing the strong province with coast economy.
