| In March2011, by the national "two conference", the "12th Five-Year Plan noted theimportance of the theme of scientific development, to accelerate the transformation ofeconomic development as the main line, and adhere to the progress of science and technologyas an important support to accelerate the transformation of economic development modecoordination, and aimed at building a resource-saving and environment-friendly society, topromote economic and the development of population, resources and environment. Thisrequires that the overall evaluation of the development trends and the extent of the region’spopulation, resources, environment, economic, society, scientific and technological severalmajor systems, and analysis of the impact of the various systems sensitive factor.First, I established the Hebei Province PERDST comprehensive strength evaluationindex system, and use subjective and objective Combination Weighting Method----G1entropy method and Hebei Province2006-2010data to quantify. The conclusion that theresults of the evaluation of the comprehensive strength of Hebei Province and analysis of thetrends of the six systems, to identify their respective sensitive factor to make policyrecommendations on the future direction of development.Secondly, in the context of Beijing, Tianjin and integration strategy, through a streamlinedsystem of indicators, the development aspects of the three provinces comprehensive strengthand PERDST six were compared in order to identify the advantages and disadvantages ofHebei Province coordinated and balanced sustainable development recommendations for thefuture.The model is a combination of G1-entropy of subjective and objective indicatorsweighting method. It can reflect both expert advice and changes in the indicator data to avoidthe drawbacks of the G1method, artificial and without objective standards, and theunreasonable allocation problems of conventional method.Using the standardized data and ultimately weight, the evaluation scores were calculatedin each system in Hebei Province. According to each system score, the trend of each systemcould be analysed, and the impact of sensitive factor could be found in each system. Thetrend of overall strength could be worked out. In contrast evaluation system with Beijing, Tianjin, based on two standard of system.Through the various systems in the three provinces score ranking and score trend, theposition of Hebei Province in the strategy could be analysed, as well as three provincescomposite score in recent years.According PERDST system, the overall score of Hebei Province is increasing in years, acertain degree of co-ordination of various systems in the five-year development process,Hebei Province, in recent years the overall comprehensive strength constantly Enhanced inwhich the support of the resource system, the stability of the social system, the science andtechnology system to promote economic development as well as the overall strength play animportant role.Based on a comparative evaluation of the results in Beijing, Tianjin, Hebei Province hasthe resources and infrastructure advantages and traditional industrial processing andmanufacturing advantages while also facing the economy is relatively closed, lack of liquidity,such as irrational industrial structure problems. Hebei Province gradually improve economicuse of natural and human resources, the advantage of the basic industries, vigorously developthe agricultural modernization, industrialization; differentiated industrial and port industrydevelopment, focusing on high-tech industries and the development of the service sector andother measures to help strength, to achieve the overall balanced development of theBeijing-Tianjin-Hebei region. |
