The E-government is not only limited to the government online project, some information systems like the government office system, operation management systems are also important parts of E-government. Since the E-government was initially promoted, it has been widely used in all government departments in China. Fishing industry is small both in scale and employees, and is relatively lagging behind,. Fisheries management is also relatively in weak position, its information technology develops slowly, e-government system, and its E-government system construction comparatively falls hehind. The fishing vessel dynamic monitoring information system (also known as vessel monitoring system, VMS) is an information system being used to know the fishing boats real-time production performance, protect the operational safety of fishing vessels at sea, regulate fishery production order for fishery management department. It is the key system to raise the level of fishing E-government, and its application has been gradually expanded in China.The paper briefly introduced and analyzed the situation of some fishing vessel dynamic monitoring information systems in countries like Norway and Iceland, and Zhejiang and Fujian province in China, summarized the application characteristics, clearly explained the validity and necessity of the application of the fishing vessel dynamic monitoring information system in China. The paper then took the Nansha fishing vessel position monitoring system as an example, and focused on the research of its application. Nansha fishing vessel position monitoring system is based on the Beidou satellite positioning system, which is designed autonomously, owns independent intellectual property rights, and develops with the combined technologies like computer network communication, geographic information system, management information system and so on. It is a communication and positioning system constructed to safeguard the Nansha fishery production safety, reduce the foreign-related events. The paper introduced its construction background, application status, system structures, functions and its applied technologies as well, it also summarized the application effectiveness, analyzed the successful experiences and existing problems. The study provided references for further application of the fishing vessel dynamic monitoring information system in China.For the status and existing problems of the fishing vessel dynamic monitoring information system,the paper tried to study from the aspects of technology and management under the actual situation of fishery management in China , and it proposed to promote gradually the installation of ship-borne terminals based on different communication technologies, according to different areas and different vessel's form, meanwhile, it improved the application project of the fishing vessel dynamic monitoring information system, and analyzed the problems existed in the application project. The article also proposed to expand the application of the fishing vessel dynamic monitoring information system to other aspects of fishery management, such as fishery production services, fishery resources monitoring and quota management, cease-fishing management, vessel management, and fishery information network construction as well. Being fully completed, used, developed and expanded the fishing vessel dynamic monitoring information system in term of technologies, functions and application, it will ultimately provide better services for the majority of fishermen, satisfy more requirements in fishery production and management, improve the level of fishery management information, and enhance work efficiency as well.
