Research On The Development Of Fishery Cooperative Economic Organization In China In The Perspective Of Fishery Participatory Management

During the60years’ development and construction after the people’s Republic ofChina was founded,China’s cooperative economic organization of fishery is marchingtoward a breakthrough.Obviously,its existence value and function is essential to thesustainable development of the whole fishery economy during60years’developmental changes.But we also can not ignore that people still have somemisunderstanding of fishery cooperative economic organization,they take it forgranted that the development of fishery cooperative economic organization will Leadto the decline of traditional agricultural family management pattern and system,theyalso think its operating system will result in monopoly power which can make lead tomarket failure,someone even think that cooperative economic organization mayevolve into inefficient collective economic organization or political organization.Inaddition to the misunderstandings,the development of fishery cooperative economicorganization is also facing some difficulties:Independent decentralized small scaleproduction can not reply the large market demand,fishermen are at a disadvantage inthe fierce competition in the market;the government can not control the growing offishing intensity and farming scale effectively and directly,which will lead toexcessive use of marine resources and serious environmental destruction,excessivebreeding makes the use of aquaculture area unsustainable;a large number of farmersabandoned agriculture and engaged in fishing taking the high income of fisheryeconomy into account,which leads to too many labors dispersing in marine fisheryetc.All these indicate that,fishery cooperative economic organization of our countryneeds urgent reform to make its development In line with the development trend ofthe international marine fishery economy.This paper aims at discriminating the conception of organization、economicorganization、agricultural cooperation economic organization and fishery cooperativeeconomic organization carefully and analysis types, cooperative principle,characteristics and functions of fishery cooperative economic organization of ourcountry,then put forward the feasibility analysis of the necessity of the adoption offishery participatory management to construct the fishery cooperative economicorganization of our country,on this basis, according to the development course and thepresent situation of Chinese fishery cooperative economic organization,combine withthe experience and lessons from fishery cooperative economic organization’sdevelopment in foreign advanced countries, create the cooperative partnership amongour government, fishery cooperative economic organization, the enterprise andfishermen,finally explore different path of sustainable development of fisherycooperative economic organization of our country,those are fishing specialized cooperative economic organization guided by the government,production-marketunited fishery cooperative economic organization guided by market and aquaculturefishery cooperative economic organization guided by village collective economicorganizations.
