With the deepening of the government management system reform and our country politics economic restructuring, the problem in Public affairs management performance and its evaluation has aroused the widespread interest. The quantitative evaluation analysis to Public affairs management performance becomes the important research subject.On the base of Public affairs management theory and the Public affairs' characteristic of six provinces in middle region, the paper builds public administration performance evaluation index system. The paper evaluates the public affairs administration performance by six provinces in middle region from year 1998 to 2008 based on Principal Component Analysis, CCR model and Malmquist index. It obtains that the level of Public affairs management performance by six provinces in middle region, the relative efficiency of input-output and productivity index. It shows that, in the overall level, the Public management condition of Hubei province is good, Jiangxi province'level is far lower than six province average levels, but it had the big breakthrough in 2008; the productivity of the Public affairs administration performance by six provinces in middle region are the drop, mainly results from the dropping of the technical level; The major reason why Henan province and Hunan province is non-DEA effective is decreasing returns to scale.Based on this, the paper unifies the single target to analyze the direction which six provinces need to struggle, and uses "the projection" principle to get input and output goal improvement programs for non-DEA effective provinces, The paper also provides the non-effective unit because of investment redundancy and insufficient output with the corrective measure and propose the related countermeasures to enhance the Public affairs administration performance.
