The Structure Of Public Project Performance Evaluation System

With the put-forward of the new ruling idea, that is people-oriented and harmonious society, all levels of government increasingly emphasis service concept of public performance. As public projects are the main expenditure of finance fund, the public has the right to know the execution of public projects and its benefits, and also have the right to take out performance evaluation activities about public projects. Therefore, scientific assessment of the fairness, economy, efficiency, benefit and effect of our country's public project, together with the study of our country's public performance evaluation theory system and practice process, is not only the innovation of public fiscal expenditure management system, but also important measures of the public finance function change and improvements of investment benefit and investment decision-making-level. This paper introduces the research status from domestic to abroad, comprehensively studies the theory framework, evaluation method and index system of performance evaluation of public project, and carries out empirical research combined with case.The first chapter is the introduction section. This paper explains in detail the definition of public projects and performance evaluation,. It takes out comprehensive research and analysis about the development process of the performance evaluation of public project and its research situation domestic and overseas. According to the existing theories, it puts forwards a series of problems in public project evaluation in China:first, China's performance evaluation of public project situation is not satisfactory; Second, the performance evaluation of public project has not received enough attention yet; Third, the foundation of the evaluation system of public project is weak; Fourth, the participation of the performance evaluation is low.The second chapter is about theoretical basis. Through the analysis about strategic planning management, performance budgeting management, target result oriented management, "3E" standard principles and the sustainable development theory, it provides the subsequent paper with theoretical support, thus constructing a index system of performance evaluation of public project.The third chapter is about the research of index system. This paper does a in-depth study about three common project evaluation methods, that is success degree evaluation method, fuzzy comprehensive evaluation method and analytic hierarchy process method. So we can construct object, basic principles and construction method through the index system.the thesis has launched the preliminary design to modified index system research about the performance evaluation of public project from five aspects—management, economic, social, ecological environment and sustainable development. Finally forms a index system of performance evaluation of public project which consist of 5 criterion strata and 17 index layers, which constructs the three weights allocation schedule of three stages of beforehand, course and afterwards, which calculates the weight index at various levels by using subjective values method of the analytic hierarchy process (fahp).The forth chapter is about case study. This paper chooses theⅢphase extension project of the north sewage treatment of town A as the research object. It applies expert scoring method evaluates the item of fuzzy comprehensive evaluation according to sequence of index layer, criterion strata, analyses the evaluate results, and finally summarizes and makes suggestions about the public project.The fifth chapter is about conclusion. It makes summary and outlook about the public project performance evaluation research. It clears that if we want to strengthen China's performance evaluation of public project work then we should focus on the bellowing three aspects:put performance evaluation of public project the equally important position compares with public project, establish a scientific index system of performance evaluation of public project, expanding public participation of the performance evaluation of public project. Further clarifying the combination of theory and practice and enhancing its maneuverability is the research themes of future the performance theory development.
