In modern times,China has entered a well-off society,the majority of residents have to solve the housing problem,but there is still a part of the low-income people living still face a difficult situation,these people generally graduate life is short of college students,the disabled,retired workers,migrant workers living.Solve the problems of these people,our country puts forward the public rental policy,intended to provide low rent housing to these people,this kind of crowd to alleviate the housing problem.But China's general public budget,the government should implement the public housing project investment through multiple ways,in solving the financial problems at the same time,but also improve the social employment rate and government workPressure.At the same time our country again in 2014 the rise of the PPP boom,PPP project has become one of the only way which must be passed of infrastructure construction.Therefore,government departments think PPP model will be applied to the public housing project,but the common public rental PPP project is project investment in more than 50 million yuan,the operation time of up to 10 years ~20 years.Investment,long time operation that we must set up a reasonable and feasible PPP performance evaluation index system to ensure that during the period of cooperation with SPV company can achieve efficient operation of performance appraisal by the way.This paper introduces the current domestic and foreign research status on PPP project performance evaluation of the contents of this study: Jade Spring District of Hohhot city Kang homes public housing project construction of performance evaluation index system.This system is mainly used in key performance indicators for the theory,therefore,the basic theory of PPP performance evaluation and key performance indicators become the theoretical basis of constructing the performance evaluation index system of the project.In the construction of the project performance model is the use of a questionnaire survey as a collection of basic data,and then through the reliability test and statistical product and service solutions on the basis of the data analysis software program,to eliminate non closed Key performance indicators,at the same time each index grouping,and ultimately get the performance evaluation system of this project.The innovation of this paper lies in the recognition stage,construction stage and operation stage together,in a performance evaluation index system,and this system is reasonable,feasible,and study the tradition can take these three separate studies,cannot be mixed in the same public rental housing projects.I will be through the construction of performance evaluation index system of the project,found that diversified performance evaluation index system,finally will do its own contribution to China's PPP projects.
