With the rapid economic development, China in the Tonkin Gulf port group has a wealth of resources, excellent geographical conditions, and the development potential of becoming increasingly prominent. Based on the analysis in the Tonkin Gulf port of Haikou, Zhanjiang Port, the North Sea port, Qin Zhou, Fangchenggang five major container shipping port on the basis of status, are summarized in the Tonkin Gulf port's container traffic characteristics and problems. Issues include the following:the core competitiveness of the port is weak, scattered resources, Haikou, Hong Kong, Fangchenggang, Qinzhou, Beihai and Zhanjiang port in Hong Kong five issues such as the existence of vicious competition. Five trunk port which is similar to the hinterland area is also very similar, and stacking and the presence of local interests around the driver, making the vicious competition between them is very intense, resulting in the Tonkin Gulf ports in the layout and structural contradictions between the prominent, redundant construction and the extensive use of coastal resources and other issues was not fully play its superior port coastline resources and location advantages, economic development unsatisfactory.In order to promote in the Tonkin Gulf region's booming economy, and promote the development of Haikou, the establishment of five major ports in the Tonkin Gulf competitive evaluation index system for comprehensive and objective assessment of the inadequacies presented for effective competitive strategy is of great significance. Analyze container port competitiveness evaluation index system of principles, by reference to other scholars on the Construction of Evaluation Index System of the results and recommendations of this container port build competitiveness evaluation index system. Target system using AHP, fuzzy comprehensive evaluation method, factor analysis, cluster analysis and other multi-objective evaluation method and theory, and use these methods on the container port in China in the Tonkin Gulf competitiveness evaluation.Factor analysis of the raw data by the correlation matrix of the internal structure, the various indicators into a small amount of uncorrelated random variables and the unobservable factor, to extract the information most of the original indicators of statistical methods. The cluster analysis is a statistical study of the "feather flock together" in a way; it can be a number of sample data or variables according to their degree of affinity in the nature of the case without prior knowledge automatically classified.Results from the ranking matrix can be seen in every research methods Haikou is ranked No.1 in the Tonkin Gulf port group with strong competitiveness. But in the Tonkin Gulf ports in the country is not large share of the port, while the developments of Haikou, there are still many problems. Haikou for less than this paper, the status of industry support, tax policy, economic subsidies, incentives, fees policy, and joint policy and improve the system, and competitive strategy, as well as government industrial restructuring, investment planning and economic decision-making reference. This article hopes to present a detailed description and comparison of key definitions and methodology, based on a breakthrough to enhance the competitiveness of the sea to do some research on the issue.
