Nowadays, the development of science and technology accelerated the process of economic globalization. At the same time, the feature of regionalization is notable; especially after China taking part in WTO, the way,the content and the scope of competition between countries and regions have profoundly changed. Domestic of international competitiveness and internationalism of domestic competition go significantly. The level of international economic competitiveness on the region directly impacts on the level of regional economic development and the speed of economic development. This prompted us to study the international competitiveness on the region.Guangxi Beibu Gulf economic zone, the land and sea route between China and ASEAN , has been identified for the fourth pole of Chinese economical development, and its development has been confirmed for Chinese strategic planning on "11th Five-Year Plan" period . Guangxi Beibu Gulf Economic Zone, including Nanning City, Beihai City, Qinzhou City, Fangchenggang City and their precinct, the research of international competitiveness on this area, is helpful for the awareness of the relative advantages and disadvantages of the region and the promoting recommendations. It is of great practical significance.The general economic theories always involved international competitiveness, such as international trade theory, regional economic theory and Institutional Economics, Innovation Theory and Cluster Theory so did. But all scholars explained international competitiveness from their respective. World Economic Forum (WEF) and the Institute of Management and Development in Lausanne, Switzerland (IMD) are the two organizations recognized as the most authoritative evaluation on the international competitiveness. The former defined the international competitiveness as "the capacity of rapid growth on the national economy."the latter believed that the international competitiveness refers to " the capacity of national wealth accumulation one country created, and achieve its international competitiveness through coordinating the following four ties: relationship between assets and processes, relationship between the absorptive capacity and output expansion capacity, relationship between global economic activity and domestic home-economic activities, relationship between economic development and social development.The "Beijing-Tianjin-Hebei region Metropolis international competitiveness of the study" is the most representative on the international competitiveness of regional research in China; the team considered that the region international competitiveness was a capability, rather than the international balance of payments, economic growth and wealth situation itself. Regional international competitiveness should be the combination of the multi-level ability, including the overall economy, the extent of opening to the outside world, industry, government, commonality establishment, the environment and so on. International competitiveness on one region is evaluated by a series of related qualitative and quantitative indicators.For the studies on evaluation of international competitiveness on Guangxi Beibu Gulf economic zone, we can build models and select targets, not only learning from the various international and domestic scholars and research organizations, but also the regions own characters. The region's international competitiveness can be analyzed by eight aspects that are comprehensive economic strength, competitiveness on opening up, industrial competitiveness, government, commonality establishment, competitiveness, the people's lives, environment wastage, and human capital and technology. Many scholars in data processing used this method, Multi-factor comprehensive evaluation that is very good and can be reflected from eight aspects of the comprehensive competitiveness. The majority of scholars ascertained the weight of various elements betaking to factor analysis that can be able to objectively determine the outline of the value of the weights.The comparison of the international competitiveness on three regions, Guangxi Beibu Gulf economic zone, Hainan and Vietnam, can be clearly seen in Guangxi in the Beibu Gulf Rim region's competitive position; it makes their competitive advantages and disadvantages definitude. Advantages can be promoted, and disadvantages can be pretend. Seeing the comparing results, Guangxi Beibu Gulf economic zone is better than Vietnam and Hainan on the comprehensive economic aspect , commonality establishment and human capital and technology, but it is far lower than Vietnam on competitiveness of opening, less than Hainan Province on industrial competitiveness, and only half of Vietnam numeric on government competitiveness, and lower than Vietnam on the people's lives, and its wasting energy is more than Hainan Province, less than the Vietnam area.In allusion to the above advantages and disadvantages, we can promote the international competitiveness on Guangxi Beibu Gulf economic zone through the following aspects. Firstly, we can develop special industries. Guangxi has two advantageous industries, one is a subtropical agriculture, and the other is the tourism industry. Subtropical agriculture can be built Eco-agriculture Park; and Guangxi integrates a large number of minorities, so we can develop tourism on their custom. Development of a specialty industry can enhance industrial competitiveness and gain foreign investment to enhance the opening competitiveness. Secondly, we can progress science and technology and attract high-quality personnel. Scientific and technological progress can promote productivity increased, and make it possible to reduce the consumption of energy. The accumulation of high-quality personnel is indispensable key of the rapid economic development on any country or region. Thirdly, we can innovate upon management system and enhance regional management level. Government should not only establish a impartial market system, but also improve the people's livelihood protection.
