On The Risk Assessment Of Logistics Transformation For Guangxi Highway Transportation Enterprises

Guangxi Province is the only coastal area in West China, it stays in convergence area of China-ASEAN Trade Zone, the Pan-Tonkin Gulf Economic Cooperation Zone, the Greater Mekong Subregion, the "Two Corridors and One Ring" Cooperation Area between China and Vietnam and the Pan-Pearl River Delta Economic Zone. Next to the Pan-Tonkin Gulf in the south, southwest in the north, the Pan-Pearl River Delta in the east and Southeast Asia, Guangxi Province has great geography superiority, which makes the development of the logistics industry in this area has great advantage.With the construction of China-ASEAN Free Trade Area and the acceleration of constant improvement for the whole economy in Guangxi Province, the highway transportation is important to promoting the economy development and it makes contribution to economy in Guangxi Province, and it has become more and more essential in the comprehensive transportation system with continuous increased proportion. Since the economy and society of Guangxi Province develops fast and the opening to abroad is getting deeper, especially the conventional transportation of planned economy, its oversized, small scale, scattered and weak management pattern cannot suit the mode of social extensive production which required by market-directed economy. Meanwhile, the growing demanding for modernized logistics prompts transportation enterprises to change their business strategy from providing single transportation service to a variety business of modern logistics enterprises. Therefore, these enterprises should change their mechanism of production and development and open up the modern logistics, so that they can improve their competitive forces and keep rapid and sound development. In order to prompting conventional highway transportation enterprises transform to modernized logistics service not only needs the development of Guangxi economy, but also needs the self-development of highway freight transportation. However, there are many problems in the development of the highway transportation enterprises and a large number risks in the changing process, such as technology, economics, management, marketing and so there are a variety of risks. So it is important to make risks assessment and analysis and determining the extent of the influence from above risks. And it has a very important and far-reaching significance for improving the transport capacity and efficiency of the highway transportation enterprises, enhancing the core competitive forces of the enterprises, achieving sustainable development and severing for the national economy and social development in Guangxi Province.Based on the investigation and study of the domestic and foreign enterprises reforming present situation, this paper analyses the present situation and problems of the highway transportation enterprises in Guangxi Province. It makes a qualitative analysis the strengths, weaknesses, opportunities and threatens in the reforming process to modern logistics by SWOT-PEST model and the main risks of this issue had been taken into consideration. The weight of each risk was determined by the AHP model, and the index system was established by The Gray Multi-hierarchy Decision model, then, it makes a comprehensive evaluation for the reforming risk and gets the comprehensive score and the grade of the risks. Finally, the paper puts forward some constructive suggestions to this issue from the perspective of the government and the perspective of transportation enterprises respectively.
