The Design Research Of Shandong Mobile Communication Network ALM System

Shandong Mobile communication network has expanded and developed constantly, and the maintenance and revonation of the network equipments becomes an increasingly heavy work.The tranditioanl management fails to meet the requirements of a developing company in the changing situation,with so many problems such as low efficiency and short service life of equipments, quick renewal, big technical input,high maintenance cost, a shortage of staff, etc. So we must change management concept with innovative methods, introduce scientific decision-making,and find the optimal strategy.This thesis introduces the Life Cycle management idea and corresponding management information system into the asset management of Shandong Mobile for the purpose to help the mangement be more precise and accurate.The information technology, Life Cycle theory, management knowledge helps to analysis the hidden requirements, finds information-based solutions and finally helps the mangager get the asset situiation in hand and react timely.This thesis contains five chapters. Chapter 1 gives a biref introduction of telecommunication development and the importance of ALM construction, and puts forward the research idea,method and key contents of the thesis. Chapter 2 is a theory summery which discourses the concepts,theories and theory application. Chapter 3 analysis the internal needs of ALM system from purchasing and logistics, project management,physical material management. Chapter 4 descibes the design idea, overall plan of the ALM system. Chapter 5 sums up the whole thesis.Combining theory with practice, this thesis bases on the analysis and discussion of lots of actual cases.It realizes the innovation in the following three aspects. First,it introduces Life Cycle management idea into asset management to make the management process and method standarized. Secondly,ALM system here is defined as an auxiliary tool for enterprise development. It should be uesed in each level,not confined to a certain level,which can provide data analysis for desison-making leaders as well as gives action instructions for first-line staff. Thirdly, the collection of needs and interface design is critical to the success of ALM system application. Based on the actual situation of Shandong Mobile, this thesisi offers the unique needs collection and interface design process,which has received good effect in practice.
