There is a growing trend towards the aging of the world population in the 21st century. Fuzhou entered the aging society in 1994 and now two thirds of the elderly people live in the countryside. It is a matter of great importance to establish and improve rural social security system through the study of population aging. Analyzing the present condition of Fuzhou's rural old-age insurance by means of comparisons as well as the study of cases, relevant theory and the counter-measures, the essay endeavors to introduce the current situation and characteristics of the population aging in Fuzhou and its influence on socio-economic development, drawing on the experience of the developed countries, such as Garman, Japan and France. The paper aims to make necessity and feasibility analysis of the innovative rural old-age insurance system, combined with the reality of economic growth in Fuzhou and the reform of the rural social security system. To establish and improve the rural old-age insurance system, making laws is high on the list of priorities and active measures should be taken to continue transforming government functions, promote the development of urban and rural social security, and also establish the supervision and management systems of old-age pensions.
