Improve The Gansu Rural Social Endowment Insurance System In The Context Of An Aging Population

With the early arrival of an aging population, it poses a serious of challenges to China’s rural social pension insurance. As one of the less developed provinces in the northwest, this issue in Gansu province is even more serious along with the low level of economic development. This paper shades some lights on the potential solutions to this issue, taking into account the research results of domestic and overseas experts.We first define a number of related concepts and detail the basic situation regarding the aging of the population in Gansu.Secondly, for the various forms of the social endowment insurance system,including self-pension, family pension,collective pension and social pension,we discuss the major issues emerging in the practical process, from the perspectives of system, finance, management and administrative power. Finally, we propose a number of suggestions to alleviate the concerned issues, inspired from the practical experience adopted in domestic and overseas counterparts.These suggestions cover various aspects to develop a well-built system involving financing, payment and management.The classical methods such as data sorting, case study are adopted to analyze the Gansu rural social endowment insurance system in all sides.According to the real situations of Gansu, we systematically compare and analyze the characteristics in different regions, and then build a new framework for Gansu rural.Therefore, our work has significant impact on guiding and promoting to develop a healthy, sustainable system.
