The Research On The Supply Of Citizenship Leisure Through Tourism

In recent years, citizenship leisure becomes a topic which comes into people's field of vision as an interest. All the time, the development of the leisure industry has been a means of stimulating economic growth, but its cultural and equity has not been placed in the first place. Compared with the operating leisure mechanism of United States, Japan and other developed countries, China's citizenship leisure construction has been behind a lot. In 2008, the disclosure of "National Plan for tourism and leisure" has attracted the attention of most people, it also remind people to transfer their vision from the "leisure" to "national", and from "economic attribute" of leisure to "the people's livelihood". So, to develop the citizenship leisure, there is no doubt about the practical significance of the discussion about these questions:which understanding should be based on, which is the appropriate standpoint, and how to develop. Academically, the basic theory on leisure, leisure services, leisure consumption and leisure economy is relatively large, but the citizenship leisure study which reflects the human care is very rare. Recognizing this problem is the precise origin of this study.This article consists of five parts:The first part is an introduction and the basic theory, they are chaptersâ… andâ…¡of this article. chapterâ… is an introduction, the paper introduces the research background of this topic, the research significance and the status of recent studies, the research methods and ideas, and also describes the innovation of this paper. chapterâ…¡is a part of the basic theory. This chapter analyzes the related concepts, and then introduces some theoretical supports for this study.The second part is chapter three, first, this chapter analyzes how to look at the citizenship leisure and put forward the understanding of equity of the national leisure. Based on the correct understanding, I select two major perspectives which are "government" and "people" to introduce the status of leisure; and then select and introduce the examples of Japan and the United States's leisure mechanism as a reference and reminder. At last, I conclude that there are consciousness, institutional and technical operations and other aspects of problems about our citizenship leisure, it needs improvement.The third part is the fourth chapter. On the basis of understanding of the status of the citizenship leisure, this chapter proposes the idea to discuss the supply of leisure, which is from these three levels:consciousness, system and technology. At first, we must establish a social consensus, which is "Leisure rights theory". Then, we should give protection to paid holidays in the level of system. Finally, about the technical operation, I propose the implementation of the tourism supply to the citizenship leisure. Suitability for tourism, that is to enrich citizenship leisure through tourism firstly, and also must note that not any tourism resources and tourism forms are available. The cost control of citizenship leisure is an extension based on the above content, which should be taken into account of the citizenship leisure development. Because much of the supply of leisure are funding and support from government, the community and the relevant institutions. The author proposes to reduce costs through avoiding the tourist areas, using the off-season and so on. To a certain extent, it also meets the needs of low-income people.The fourth part is the fifth Chapter of this paper, which is a case study for the elderly. To study the citizenship leisure, the involved crowd is very extensive. I selected the elderly group which is one of the vulnerable groups as a case, and selected Shahekou area as the survey site. During the investigation, the national recreational and tourist base is applied in practice in order to understand the attitude and needs of the elderly.The fifth part is the conclusions and outlook for this article. First, there is a summary of the study, and then I use the knowledge to do the analysis on the development prospects.
