The problem of outstanding scientists with administrative position is becoming an important factor affecting the development of outstanding scientists. Researching its’current situation、causes、development trend and social impact, which is not only a theoretical issue of the Sociology of Science, but also an important issue of Chinese scientific and technological progress and countermeasures.In this paper, the phenomenon of outstanding scientists with administrative position is set as study point, theory discussion and practice survey are both valued, quantitative analysis and empirical case study method are supplemented, and we strive to study this problem comprehensively and detailed. On this basis, further studying on the special historical background of the problem of Chinese outstanding scientists with administrative position, analysising it’s impact on young scientists and national scientific and technological talent development strategy, proposing to recommendations to improve policy and standardize the problem of outstanding scientists with administrative position. Hoping to deepen specific perception of the public and providing specialized support data for specific policy recommendations. Specifically, this paper study on this problem in the following five aspects:First, defined the concept of outstanding scientists and administrative position to clear the scope of this study range, sorted out theoretical results relative issues, and tapped the essence of the previous theoretical studies. To Summary main content of foreign theory based on the institutional sociology of science, such as the scientific ethos、scientists’role change and professional development as well as scientists’social and political functions. At the same time, we also summarized and summed up the main domestic research achievement based on scientific culture perspective in order to settle the theoretical framework and analytical basis for this article.Second, survey the status quo the problem of outstanding scientists with administrative position, compare the differences between Chinese and foreign outstanding scientists with administrative position, and describe it’s affect on scientists’research and innovation.Third, empirical study the differences between Chinese and foreign outstanding scientists with administrative position and analysis the differences causes and social impact. Fourth, investigate the historical development of Chinese outstanding scientists with administrative position, reveal the internal development logic of Chinese outstanding scientists with administrative position, especially it’s special background and historical contributions, show the inevitability of policy innovations.Fifth, based on the foregoing findings,proposed several strategies about how to standardize and improve the problem of outstanding scientists with administrative position. Reforming and improving China’s science and technology management system is the basic measure to regulate outstanding scientists with administrative position. Learning from experience of elite scientists’management in developed country is the important theoretical basis and behavior reference to guide the problem of outstanding scientists with administrative position.Avoiding and eliminating the negative impact of Chinese traditional cultural concept is the social support to better the outstanding scientists of administrative office. Improving National Accreditation Mechanism is system guarantees for perfecting the policy of Chinese outstanding scientists with administrative position.
