A Study On The Governance Of Technical Standards Alliance

With the continuous development of information and communication technology, mankind has entered the era of the knowledge economy. The core of competition among enterprises has changed from traditional productive competition and brand competition to technical standards competition. It has become the highest form of competition among enterprises. With increasingly complex of productive technology and accelerated pace of technology updates, it's difficult for a single enterprise to achieve the success of standards competition on its own. With emergence of technical standards alliance, the problems of inadequate capacities of their own enterprise have been solved and it gradually becomes the actor of standards competition. The competition among standards evolves to the competition of technical standards alliance.Due to the short operation time and lack of the operation experience, our Technical Standards Alliance has not established effective governance structure and governance mechanisms. The level of most technical standard alliances is not high and the enterprise relation inside of alliance is loose. Moreover opportunism behavior is grave and the standard alliance' life cycle is very short. How to clear up the relationship of competition and cooperation in the standard alliance, what is the structure of standard alliance, what governance structure and governance mechanism dose the standard alliance have and how to choose proper governance structure and governance mechanism according to our national condition and the alliance's concrete condition have already become the focal point that people cares for. The study of standard alliance' governing is beneficial to promote us to understand the governing law of standard alliance's management, to promote the development of high-tech enterprise and standard alliance and to guide us in establishing a standard alliance accord with our national condition.The article adopts comparative analysis method to contrast contract structure with equity structure of standard alliance. Besides the article sums up characteristics of the two governing structures as well as their respective strengths and weakness to provide a criterion for choosing standard alliance governing structure. In conclusion it provides a criterion for choosing proper governing structure for standard alliance.Meanwhile the article uses case study approach to systematically sort out the development and internal structure of IGRS (Intelligent Grouping and Resource Sharing).We study the ceaselessly exploratory course of IGRS in terms of alliance's government and the background and reason of adopting double legal entity structure.This paper collates and reviews previous research results about standard competition, the theory of standard alliance and the advantage of standard alliance etc., and analyzes cooperative and competitive relationship of firms within the standard alliance systematically. Based on clarifying the internal relations of the standard alliance, this paper studies those governance issues of the standard alliance from governance structure and governance mechanism, analyzes difference of governance structure of standard alliance between contract alliance and equity alliance and the content of governance mechanism, and finally have a case study on the double legal entity structure of IGRS. Two conclusions are drawn by the above analysis:at the first, the standard alliance is a organization in which there are cooperation and competition, cooperative and competitive relationship of firms within the alliance effects the alliance's stability and the alliance's achievement,and the research on those governance issues of the standard alliance is based on clarifying the internal cooperation and competition relation of the standard alliance. Secondly, in our country main problems in the standard alliance are that internal relation is loose, and opportunistic behavior is serious, but contract alliance can strengthen self-discipline and control of internal members, reduce opportunistic behavior, and help to establish a lasting alliance partnership, so contract alliance is more in line with the reality of our country. In the process of development, the standard alliance is not only to establish industry associations, but also to pay attention to establishment of equity organization. Advantages of two governance modes are used so full to meet requirement of different development stages of the standard alliance.
