The trade barrier between countries has changed from the original tariff barrier to the main technical barrier and the combination of tariff barriers.In order to promote the development of China's standardization,enterprise alliance standards are an important part of the national standard system.The ring is highly valued and supported.Studying the strategic motivation and influencing factors of the enterprise standard alliance is conducive to the government to formulate appropriate guidance and encouragement policies for the right medicine,accelerate the pace of China's standardization construction and further improve the standardization system.This thesis reviews the relevant theoretical and empirical research at home and abroad,and clearly defines the dimensions and theories of the strategic motivation and motivation influencing factors of the enterprise standard alliance.The study found that the strategic motivation of the enterprise standard alliance can be divided into enhancing the content of its own standards,preventing formal standards that conflict with its own interests,solving the company's specific technical problems,solving industry-specific technical problems,acquiring knowledge in informal discussions,and passing knowledge.Leading to gain competitive advantage,tracking technical knowledge of other companies,designing industry mutual help rules,preventing or meeting supervision,opening new markets through formal standards alliances,actively reducing trade barriers,and promoting compatibility with producers of complementary products.And further summarize it into five main dimensions: knowledge acquisition,market access,technical solutions,evasion of government regulation and corporate interests.There are six major impact factors of enterprise R&D intensity,market innovation,enterprise scale,market competition environment,international standardization activities,and independent standardization organizations.The empirical analysis based on the questionnaire survey data of 329 manufacturing enterprises in Zhejiang Province shows that the ability of an enterprise to acquire knowledge from standard alliance partners depends on its ability to absorbknowledge measured by R&D intensity;highly innovative companies are more motivated to participate in the standard alliance.Ensuring that standards promote commercial success in market innovation;the motivation for “knowledge acquisition”is negatively correlated,and the motivation for SMEs to participate in standard alliances is to increase their knowledge base;in order to obtain“market access”and“corporate interests”,relative to domestic standards Alliances,companies are more motivated to participate in the International Standards Alliance;companies with independent standardization organizations are more willing to adopt a standard alliance strategy to evade supervision;companies in a highly competitive market place more emphasis on knowledge acquisition and supervision,companies try to increase their Knowledge base or influence regulatory requirements to reduce the intensity of competition.Based on this,this paper proposes four policy recommendations for the development of enterprise standard alliances.
