Research On The Development Of Standard Alliance In Guangdong Province, Based On The Perspective Of Governmental Administration

With the continuous upgrading of industrial technology development and economy,standard alliance has become an important subject in the field of standardization. In recentyears, standard alliance has showed the trend of rapid development in Guangdong province.With the standard alliances increasingly involved in the standardization activities as the directrole of the participants, standard alliances not only become the common subject of enterprisewhich participate in standardization activities, but also an important link with standardizationof government management. So the relationship between the standard alliance with thegovernment will directly affect the role of standard alliance to play, And then influence thedevelopment of the standard alliance, and this relationship is mainly reflected in thegovernmental administration of the standard alliance. Research the development of thestandard alliance based on the perspective of governmental administration, to promote thedevelopment of standard alliance, further promote the transformation and upgrading ofindustry, has certain practical significance.This paper uses literature research, questionnaire survey and comparative analysis, basedon the collection of related literature at home and abroad, the relevant data of development ofstandard alliance in Guangdong Province in recent three years, through the network to theQuality Supervision Bureau of Guangdong Province, prefecture level city quality supervisionbureau directly under the standardization department issuing the questionnaire, and analysisof statistical data used in paper, and analyzes the Guangdong Province standard alliance in therole of industry development effect combined with the specific case.Based on the analysis ofcurrent situation, arranged from governmental management angle,sums up the existingproblems in the development process of standard alliances, including the members in standardalliance lack of the overall consciousness, the prominent problem of standard allianceswhich government units leaded, and the negative effects of special funds for technicalstandards strategy, etc.And summarizes three reasons which caused problems,such as theposition of the government and standard alliance acts fuzzy, system design and supervision ofthe government are both fault, the government’s understanding with the failure of standardalliance is inadequate,etc.Finally, the article analyzes the United States, the European Union,British and other foreign standard alliances and standardization organizations in thedevelopment process, the relationship with the government on the advanced practice, summedup the corresponding experience, combined with the actual situation of Guangdong Province,and puts forward some corresponding countermeasures from the positioning, a clear positionwith the government and and standard alliance, improvement on the institution and regulation,the government, correctly treat and deal with the failure of the standard alliance.
