A Review Of Some Land Circulation Thoughts Since The Reform And Opening - Up

China is a leading agricultural nation. The reform of rural land system has been an important part of China’s reform. Rural land has been the social security of farmers’ survival. In this paper, the study of rural land circulation, which is based on China’s basic national conditions. That is to insist on the collective ownership of rural land property rights, but also to solve the limitations of the household contract system, to improve the effectiveness of the use of land resources. Now, it seems, the circulation of rural land is an important way to solve this problem. So we must be within the framework of the system of the collective ownership of land, to choose the most effective institutional arrangements to promote the rural land circulation. Thus, we can promote the efficient transfer of land, realize scale management and improve the effectiveness of the land use.First of all, in the paper, I introduces the economic theory of the land system, namely Marx’s rent theory, Coase’s property right theory and North’s theory of institutional change. I use these theories to analyze China’s land system,and then lay solid foundation for the article conclusion. Second, through in-depth study of rural land system reform thought of Du Runsheng, Li Yining and Yifu Lin, I summarizes the following several aspects which will motivate and regulate the circulation of rural land and improve the efficiency of the use of land resources:Firstly, we should adhere to the household contract responsibility system, clarify land property rights, stabilize the land contract right, and enliven the land use right. Secondly, we should strengthen the construction of legal environment and improve the laws and regulations. Thirdly, we should pay attention to market-oriented reform, and promote the transformation of government functions. Fourthly, we can the establish farmers’ Association to seek the benefit for farmers. Fifthly, we should establish a sound social security system to solve the worries of farmers. At last, on the basis of combing thought of the domestic scholars about the rural land system reform, and reference to Marxist theory of land rent, Coase’s theory of property right, North’s theory of institutional change,and combination with stage requirements of supply side structural reform, I draw some conclusions and enlightenment.
