In recent years, with the rapid increase in the export of China's footwear, more and more anti-dumping measures have been imposed on exports of certain footwear from China, especially the anti-dumping tariff from the European Union, which resulted in the frequent occurrence of footwear trade frictions between China and EU. China's footwear industry is facing more trade barriers, its export situation getting severe. Therefore, how to get a better understanding of the industry, solve the problems, and improve its competitiveness has become a common issue of the footwear industry.This paper starts with Sino-EU footwear trade frictions, introduces the theory of industrial international competitiveness, evaluates the competitiveness of China's footwear products in EU market by Michael Porter's Diamond Model, and then puts forward feasible countermeasures and policy suggestions in terms of the government and enterprises, on the basis of an analysis of the developing environment both at home and abroad for China's footwear industry, and the status quo of its production and export.The possible originality of this paper lies in its empirical analysis of the competitiveness of China's footwear products in EU market. Furthermore, it demonstrates that China's footwear products in EU market remain competitive, while the declining trend of the comparative advantage of our products should not be ignored after a comparative study on the competitiveness of India's, Vietnam's and Indonesia's footwear---another three largest EU footwear suppliers. Besides, by introducing some theories from the new institutional economics, it emphasizes institutional superiority of the government as competitive superiority, thus illustrating the significant role the government plays in the international trade competition.
