At present, the technological innovation efficiency research to Paper industry which is high technology-intensive and capital-intensive is few.Paper industry belongs to the basic raw materials of the national economy, is an important industry closely related to a national economic development and social civilization construction. The highly effective technological innovation is the power for continuous development of the industry. How to combine the characteristics and situation of China's paper industry, selects the suitable evaluating indicator and method, evaluate the technological innovation efficiency of this industry objectively is that the article mainly needs to solve.First, the paper introduced the research background,purpose and significance, through to the analysis of domestic and foreign scholar research results, on the basis of limits to the related concept, reviewed and summarized domestic and foreign indicator system and the assessment method to technological innovation efficiency evaluation, made the necessary preparations for further studySecond, described the present development situation of China's paper making enterprises from the industry structure,material structure,technical equipment and product structure in detail, and then analyzed the content,difference between technological innovation efficiency and ability,innovation pattern choice and influence factors of technological innovation efficiency, thus had a comprehensive understanding to technological innovation situation of Chinese Papermaking EnterpriseFinally, took the quantitative indicators as a foundation, from the angle of technological innovation input and output to construct the papermaking enterprise's technological innovation efficiency evaluation indicators, made the objective and comprehensive evaluation to our country papermaking industry's technological innovation efficiency situation with data envelopment analysis method, found out the problem of technological innovation, gave several suggestions to raise the technological innovation efficiency of papermaking industry.
