When entering into twenty-first century,the development of industrial economy in theworld has made the global energy resources more and more limited. The development ofindustry brings people some of negative impact such as atmospheric pollution,waterpollution,the greenhouse effect and other environmental crisis,which has become thecommon difficulty people face. Based on the consideration of energy security and climatechange,in2003,the British government proposed the Energy White Paper "Our energyfuture: Creating a low carbon economy",first proposed the "low-carbon economy",whichcaught the eyes of international community. China is in the development stage ofindustrialization and urbanization with a large population and severely resources lack. Inrecent years,China's energy consumption and greenhouse gas emission are growingrapidly. By the Government2009's "Eleventh Five Year Plan" can be seen that the countryhas lifted low-carbon economy implement and carbon emission reduction to the height ofdevelopment strategy.The paper produce company is a great polluters for environment, as the the first ofChina's five major polluting industries: paper industry, its energy consumption, wastewater and waste emissions has always been high. Low-carbon economy will be the drivingforce of world economic growth, in such a background, the competition structure andenvironment that those high consumption, high pollution paper-making enterprises facingwill change. This paper sets the paper-making enterprises Sinar Mas Group as the studyobject, first use PEST analysis model of the corporate strategic management and industrialenvironment to analysize the external environment of the paper-making enterprises in thecontext of low-carbon economy, involving the various aspects of political, legal, economic, social and ecological environment; then use Potter five-force model from the potential threatof entrants, the bargaining power of suppliers, threat of substitutes, the customers'bargaining ability and the competition between current entriprises those five aspects todetail study the competition strusture that corporate face, followed by analysis of theSWOT of the Sinar Mas Group and its' internal resources and capabilities.On the basis of the above analysis, it combines with the mission and vision of theSinar Mas Group to propose the development of strategic objectives; and summarizes theoverall development strategy that in the background of a low carbon economy, the SinarMas Group should selecte to implement the integration and the green paper production andfurther propose a security system to implement these strategies.
