The Efficiency Of Utilizations Of Foreign Direct Investment In Anhui Province

As an inland province, Anhui has been lack of convenience and advantages which are well equipped in coastal areas in attracting FDI for a long time, which has restricted the rapid and healthy development of the utilization of FDI. With the increase of labor prices in coastal developed areas and the adjustment of industrial structure, some FDI have been inflowing in Anhui, which results in a rare accelerating growth in recent years. In this new era, how to expand the use of the current scale of FDI and improve the quality of FDI utilization in order to make use of effect brought by FDI to the economic development towards Anhui Province more efficiently has become a major issue of economic development.Firstly, the paper builds the input-output efficiency evaluate model of the utilization of FDI on the base of related theory of FDI and international economics and concludes the influencing factors of the efficiency from two aspects from inside and outside of foreign enterprises. Secondly, By using the basic information of foreign investment in Anhui, the paper has assessed the efficiency of FDI in Anhui and each cities in 2008 on the base of variable returns to scale Data Envelop Analyses model; At the same time, from the angles of the technical efficiency change, pure technical efficiency change and scale efficiency change which are calculated by Malmquist TFP index, the paper has assessed the change and the trend of efficiency change in overall province and cities respectively. Thirdly, the paper has built a Principal Components Regression model of influential factors of the efficiency of utilization of FDI and offered specific analyses. Finally, by analyzing the problems and causes of the efficiency of the utilization of FDI and combining with the influencing factors, the paper has proposed some suggestions to improve the efficiency.The purpose of the paper is to evaluate the efficiency and its change of the utilization of FDI in Anhui province, find out the main influential factors of it and provide useful suggestions on improving the efficiency of the utilization of FDI in Anhui. The innovations of the paper are building and using the efficiency evaluate model of the utilization of FDI, evaluating the efficiency and its change of the utilization of FDI in Anhui province, building a Principal Components Regression model of influential factors of the efficiency of utilization of FDI and tested it, providing countermeasures and suggestions to improve the efficiency of the utilization of FDI in Anhui province by analyzing and reasoning the current situations and problems of the efficiency and combining the influential factors.
