According to country "ten one five" plan request, the step of coal resources conformity and annexation reorganization is carrying on methodically in every main coal production area in our country, and it made the initial progress and notable results. However, after coal resources conformity and annexation reorganization, there are many problems in coal mine, especially management problem. The management problem need high quality management personnel to realize, improving the coal mine management personnel quality, full display management personnel wisdom, talent and creativity, which have a strategic significance problem for resources conformity coal. So, it is very important for coal mine management personnel to choose high quality management personnel. Therefore, though comprehensive analysis factors which affects coal mine management personnel, research a science method for matching management personnel is very important. From the existing the management personnel quality and quality evaluation present situation and existence question, and then combined the field research and information collection from Shanxi coal mine, through unified the information entropy theory and grey system theory's associated analysis method, the article established level model of coal mine management personnel quality indicator which based on information entropy improved grey associated method. Reference utility value of entropy power to revision target weighting factor, it analyzed the affect indicator of coal mine management personnel. As a result, during the knowledge quality, professional quality, psychological quality and capability quality which affect coal mine management personnel quality, management knowledge, responsibility, personal safety consciousness and organization and management capability occupied four indicators most key positions. Accordingly, the article proposed that how many aspects, mentality and method were selected in coal mine management personnel, which provided a basis and scientific method in the coal mine selection process. Based on this, it proposed appropriate countermeasures and suggestions for present situation and question of coal mine management personnel quality and quality evaluation.The innovation of the article is that it established evaluation indicator system of affecting coal mine management personnel quality, and proposed a coal mine management personnel quality evaluation model which based on information entropy grey associated analysis principle, at the same time, model and quality evaluation method were used in coal mine management personnel quality evaluation actual utilization.
