This article first analysis that China's Coal Idustry plays an important foundation status in national economic development and pinting out the coalmine safety is the key issue of coal industry health and sustainable development. However, carrying out a overall evaluation on coalmine safety is an important means to improve coalmine security issues. In coalmine production system, there are many factors that effect the security ,which can not be completely identified with "grey characteristics". Therefore, using grey system theory to study the links among a variety of factors in the coalmine safety production system and the application of grey system theory principle to evaluate the coalmine safety. Through studying the existing safety evaluation methods and the application, using the knowledge of grey system theory, grey entropy theory and the anlalytic hierarchy process to establish the coalmine safety evaluation model. In the composition of the person - machine - environment -management coalmine system, there are close collaboration and interaction among the various elements. The reason why there are coalmin incident is the result of the interaction of various elements. Only to find out the main factors affecting safety in the coalmine safety subsystem person - machine - environment - management, can we take appropriate measures to improve the overall safety of the mine, Empowering the various factors as reasonable or not, is directly related to the analysis of the reliability of conclusions, so this article makes some research on empowering methods, which are the affecting factors. Through investigation and study , we know that most of safety assessments of empowering in our country are fully subjective assignment of the expert system. Taking too much this approach to empower into account will lead to different weight distributions because of different analysts and will affect the final results of the evaluation, so the overall evaluation of coalmine safety in this article uses the level analysis method enabling the combination of subjective and objective empowering . However , when evaluate the weight factors of the safety production system, we use experts assignment method.Through examples to study the actual production of a coalmine, using entropy method and grey system theory to analysis the coalmine , carried out the overall safety assessment of this coalmine and the first time , brought the concept of safety importance to compare the safety of coalmine subsystem. Because of using the quantitative evaluation method, grey system theory used in coalmine safety evaluation improved the effectiveness of the safety evaluation and it also be effective in guiding the production of coalmine safety , reduce accidents and improve the safety of coal production levels.
