There are a lot of mineral resources in Shanxi Province, especially in coal and coke. But its mineral resources advantage did not transform into economic advantage. The development of resource-based industry not only caused the malformation of industrial structure in Shanxi Province, but also induced low growth rate of the total economic amount. For example, the GDP of Shanxi Province appeared negative growth by 8% during the first quarter of 2009.
